Job Title: Project Controls Manager
Job Description
Our client is looking for a Project Controls Manager to lead and centralize project controls across a multi‑year Manitoba wastewater portfolio, with primary focus on a major biosolids project in Winnipeg. This role establishes and owns all project controls functions from design through execution, including forecasting, cost control, earned value, and performance reporting. The Project Controls Manager will work closely with project leadership, project managers, estimating, commercial, finance, joint venture partners, engineers, subcontractors, and the client, while building and leading a growing project controls team with strong long‑term career growth potential.
Must Have:
- 7–10 years of project controls experience, including responsibility across the full project lifecycle.
- Project controls experience on at least one major project valued at $300M or more, contributing to integrated cost, schedule, and commercial controls on complex scopes.
- Project controls experience with a general contractor or an EPC organization that was directly involved in construction delivery.
- Minimum of 2 years of experience operating at the Project Controls Manager level, with direct accountability for cost forecasting, Estimates at Completion (EAC), cost‑to‑complete analysis, performance reporting, and variance analysis.
- Proven track record supporting project managers with corrective actions and commercial decision‑making based on project controls insights.
- Ability to interpret and integrate schedule performance, including schedule performance indices (such as SPI) and critical path impacts, with cost and forecast data.
- Strong proficiency in Microsoft Excel for managing large datasets, building forecasting models, performing data validation, and auditing complex spreadsheets.
- Working knowledge of Primavera P6 schedules, including the ability to interpret schedule logic and performance metrics.
- Industry experience in one or more of the following environments: general contracting (with strong communication skills to work effectively with subcontractors), industrial EPC, heavy civil or major infrastructure, water and wastewater or utilities, or energy and process facilities.
- Demonstrated ability to deliver clear financial and performance insights to a range of stakeholders, including technical and non‑technical audiences.
- Strong analytical, numerical, and problem‑solving skills, with a focus on accuracy and attention to detail.
- Effective communication and collaboration skills to work closely with internal teams, joint venture partners, subcontractors, and clients.
- Leadership capability to manage, coach, and develop a project controls team in a dynamic project environment.
Nice To Have:
- Design‑build project experience, including managing design growth and quantity changes.
- Experience working on joint venture projects with multiple partners and stakeholders.
- Familiarity with SAP financial systems for cost tracking and reporting.
- Exposure to Hard Dollar or similar estimating platforms.
- Experience with construction management software such as InEight, Procore, Autodesk Construction Cloud (ACC), or comparable systems.
- Awareness of Power BI or other data analytics and visualization tools for performance reporting.
- Previous experience relocating for long‑term project assignments or working on FIFO / rotational schedules.
- Experience working within design‑build or EPC delivery models, considered a strong asset.
Work Environment
This role supports a multi‑year program of major water and wastewater infrastructure projects in Manitoba, with primary focus on a large biosolids project in Winnipeg. The standard work schedule is five days on and two days off, with consistent site integration considered important for success. Depending on candidate circumstances and project needs, alternative rotational schedules such as ten days on and four days off or fourteen days on and seven days off may be considered. The primary project is located at the North End Sewage Treatment Plant in north Winnipeg and involves the design‑build construction of a biosolids bioreactor facility that converts waste into energy, with an approximate value approaching $1B and a multi‑year execution window.

Pay and BenefitsThe pay range for this position is $135000.00 - $140000.00/yr.
