The Field Inspection Superintendent – Municipal Services is responsible for performing, directing and managing field personnel during the execution of inspection activities related to municipal water storage tanks. This includes overseeing field inspections, cleaning and disinfecting potable water storage facilities, repair and maintenance work, and key stakeholder in report generation. The role ensures all operations are executed safely, efficiently, and in compliance with company standards, specifications, and industry regulations. The Field Inspection Superintendent serves as a key field leader and site representative, fostering a culture of safety, quality, and teamwork.
Essential Duties and Responsibilities:
- Act as the on-site representative for the company, interfacing with both municipal and private clients, inspectors, consultants, and other stakeholders.
- Coordinate with Safety Coordinators, Quality Coordinators, and office teams to support compliance, quality assurance, and effective communication.
- Prepare and submit field report documentation, including site specific inspection reports, photographs, video, daily logs and correspondence.
- Ensure proper planning and preparation are in place to execute work safely and efficiently.
- Ensure compliance with applicable regulatory requirements, including AWWA D102-24, OHSA, and relevant Canadian standards.
- Respond to and resolve on-site challenges in a timely, professional, and cost-effective manner.
- Lead by example in modeling company values, ethics, and expected behavior on job sites.
- Identify areas for operational improvement and implement solutions to enhance field performance.
- Support the development of field staff through guidance, training, and performance feedback.
Education
- High school diploma or GED required.
- Post-secondary education in Construction Management, Civil Engineering Technology, or a related field is an asset.
Experience Required
- Minimum of 3 years of progressively responsible experience in a supervisory role in field construction or field inspections, preferably in municipal infrastructure or utility services.
- Demonstrated experience with inspection of Coating and Lining systems, Concrete, Structural Steel, Safety Systems and other appurtenances in water tanks or industrial environments.
- Familiarity with OHSA, provincial safety standards, and environmental compliance regulations.
- Experience working with or applying industry-specific standards such as AWWA, ASME, NACE, API, and CSA.
- Proven ability to lead field personnel and manage multiple projects or work fronts concurrently.
Qualifications
- Comprehensive understanding of coating systems and surface preparation in accordance with AWWA D102.
- Knowledge of municipal water tank construction processes and related environmental and safety regulations.
- Familiarity with reading blueprints, construction drawings, and interpreting technical specifications.
- Strong leadership and interpersonal communication skills.
- Effective planning, scheduling, and coordination skills.
- Proficient in documentation and reporting, both digital and handwritten.
- Ability to work collaboratively with internal and external stakeholders.
- Ability to work outdoors in varying weather conditions and travel as needed.
- Ability to assess risks and implement safety solutions in the field.
- Ability to remain calm and decisive under pressure.

Certifications/Licenses
- Valid driver’s license with a clean driving record.
- CPR and First Aid certification (preferred or must be obtained upon hire).
- Working at Heights (preferred or must be obtained upon hire).
- High Angle Rescue Training (preferred or must be obtained upon hire).
- OSHA 10 or Canadian equivalent (desired). WHMIS, CSTS, IHSA (desired)
- NACE / AMPP, SSPC, or other coating-related certifications are considered an asset.
Working Conditions
- Tools/Equipment Used: Use of rope rigging, hand tools, power tools, digital devices such as tablets, cameras, drones, and measurement equipment.
- Posture: The position involves prolonged standing, walking, bending, and climbing. Employees must be able to maintain these postures for extended periods of time.
- Motion: Frequent motion, including walking on uneven surfaces, climbing ladders, and navigating confined spaces. The role requires the ability to perform strenuous tasks for extended periods and may involve repetitive motions, such as operating machinery or using hand tools.
- Lifting: Ability to lift and carry objects up to 50 pounds regularly, such as construction materials, tools, and equipment.
- Environment: Work is primarily outdoors in various weather conditions, including extreme heat, cold, rain, and wind. The environment may also involve dust, noise, and exposure to hazardous materials. Exposure to high noise levels from machinery and construction activities requires the use of hearing protection.
- Travel Requirements: Regular travel to different job sites, with the potential for overnight stays, is required. Depending on project needs, the role may involve regional or national travel.
- Safety Requirements: Personal Protective Equipment (PPE) such as hard hats, safety glasses, steel-toed boots, and high-visibility vests is mandatory. Site-specific safety orientations and adherence to OSHA regulations are also required.
- Mental Demands: Managing multiple projects under tight deadlines and adapting to changing conditions. Strong organizational and time management skills are essential.
