JOB POSTING # :  2025-0142 POSTING PERIOD :  Monday, April 14, 2025 at 8 : 30 AM to Monday, April 28, 2025 at 4 : 30PM DEPARTMENT :  Pollution Control UNION :  Non-Union JOB CODE :  NU0646 POSITION STATUS :  Regular Full-Time GRADE / CLASS :  NU13 # OF POSITIONS :  1 RATE OF PAY :  $109,202.23 - $132,736.56 Annually SHIFT WORK REQ'D :  No DUTIES : Reporting to the Manager of Environmental Quality, will serve as the lead for the environmental compliance on various engineering assignments.

This includes being the 'Qualified Person' for the On-Site & Excess Soil Management as outlined under the Ontario Regulation 406 / 19.

This position serves as the point of contact for all regulatory agencies, providing them with necessary reports and documentation and responsible for ensuring that the organization is in compliance for Wastewater Treatment Plants, Closed Landfills and Pumping Stations as well as all environmental permits and certifications.

This position will also provide support for a variety of engineering assignments relative, but not limited to, the technical work associated with the Pollution Control area.

  • Subject to the requirements of the Professional Engineers Act in the practice of professional engineering.) Responsible for various engineering assignments, which may involve the technical design and preparation of specifications, cost estimates and tender documents, and the administration of contracts for the construction of infrastructure and related assignments.

Must represent the Corporation and liaise with Consultants / Contractors during the construction of assigned projects.

Ensure staff familiarization with Provincial safety legislation and Corporate safety policies and procedures.

As assigned, will supervise engineers, technologists and technicians.

Will research, prepare reports and other written correspondence as required.

Will be responsible for ongoing employee lost time review.

Will perform Occupational Health and Safety duties as outlined in the Corporate Health and Safety Program.

Will perform other related duties as assigned.

QUALIFICATIONS : Must have a Master’s Degree in Engineering (Environmental, Civil or related), Geoscience, or Ontario Ministry of Education equivalency, and a minimum of five (5) years of progressive experience in the following areas to meet the qualification of a "Qualified Person" as detailed in the Ontario Regulation 153 / 04 : Conducting and supervising Phase I and Phase II Environmental Site Assessment (ESA); Complete the certifications in a record of site condition in respect of a property; or Prepare or supervise a risk assessment.

OR Must have a University Degree in Engineering (Environmental, Civil or related), Geoscience, or Ontario Ministry of Education equivalency, and a minimum of eight (8) years of progressive experience in the following areas to meet the qualification of a "Qualified Person" as detailed in the Ontario Regulation 153 / 04 : Conducting and supervising Phase I and Phase II Environmental Site Assessment (ESA); Complete the certifications in a record of site condition in respect of a property; or Prepare or supervise a risk assessment.

Must be licensed by the Professional Engineers of Ontario; OR Must hold a Certificate of Registration under the Professional Geoscientists Act, 2000 and is a member of the Association of Professional Geoscientists of Ontario; Must have the ability to travel to off-site locations in a timely and expedient manner as required.

If method of travel is by vehicle, a current valid and lawful Driver's License is required in accordance with the Highway Traffic Act and must provide a driver's abstract as a condition of employment.

Must be familiar with and have working knowledge of Federal, Provincial and Municipal statutes and By-Laws pertaining to the design and construction of municipal services, including the Local Improvement Act, the Municipal Act, the Construction Lien Act, the Drainage Act, the Environmental Assessment Act, the Endangered Species Act, and the Accessibility for Ontarians with Disabilities Act.

Must have proven communication, analytical, interpersonal, supervisory skills, as well as the ability to establish and maintain effective relationships with City representatives, other agencies and the general public; Should have knowledge of the Ontario Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work; Will be required to complete and remain current the requirements of the Corporation's Management Certificate Program; Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered and asset; Given that this job is a new position a Physical Demands analysis will be completed with the incumbent after approximately six months of occupying the position.
