Program: Symbio – Provincial Clinical Information Solution
Duration: 2 Years (+ 1-Year Extension Option)
Start Date: May 18, 2026 (or earlier)
Work Model: Remote (Monthly travel to New Brunswick required)

Position Overview

The Department of Health, New Brunswick is seeking an experienced Project Manager (PM3) – Digital Assets to support the Symbio Program, a province-wide initiative focused on implementing a unified Clinical Information System (CIS).

This role will lead digital health initiatives centered around the integration, optimization, and alignment of key provincial digital assets with broader CIS transformation efforts. The successful candidate will oversee end-to-end project delivery, including planning, execution, testing, implementation, and post-go-live support.


Key Responsibilities

  • Lead and deliver digital health projects supporting CIS integration and transformation initiatives
  • Develop and manage comprehensive project plans, schedules, timelines, dependencies, and resource allocation plans
  • Oversee risk, issue, action, and change management processes (RAID logs)
  • Maintain project documentation including status reports, decision logs, schedules, and governance materials
  • Lead solution integration activities and testing cycles while ensuring quality standards are met
  • Collaborate with government stakeholders, vendors, healthcare providers, and technical teams
  • Ensure alignment with governance frameworks, escalation protocols, and reporting requirements
  • Support clinical workflow redesign initiatives and improve healthcare data accessibility
  • Build and maintain strong stakeholder relationships across all project levels
  • Ensure successful project delivery within scope, timeline, and budget

Mandatory Requirements (Must-Have)

M1. Education

Candidate must have one of the following:

  • Post-secondary education in Health Informatics, Information Technology, Information Management, Public Administration, or Business Administration

OR

  • University degree in Business Administration, Healthcare, Information Technology, or related field

OR

  • Equivalent combination of education and relevant experience

M2. Project Management Experience

  • Minimum 5+ years of experience as a Project Manager in digital health within Canadian healthcare environments
  • Experience managing large-scale, multi-million-dollar projects

M3. Project Documentation Expertise

Minimum 5+ years of experience developing and managing:

  • Project plans
  • Project schedules
  • Risk and issue logs
  • Status reports
  • Decision logs

M4. Healthcare Experience

  • Minimum 7+ years of experience working within Canadian healthcare systems

M5. Availability

  • Must be available to start on or around May 18, 2026

M6. Submission Compliance

  • Vendors may submit a maximum of 2 candidates per requirement

S1. Digital Health Project Delivery (5+ Years)

  • Experience managing projects within acute healthcare settings
  • Strong ability to manage detailed schedules, dependencies, and resources

S2. Integration & Testing (3+ Years)

  • Experience leading system integration initiatives and testing cycles

S3. Stakeholder Management (5+ Years)

  • Proven experience working with:
    • Vendors
    • Government stakeholders
    • Hospital leadership teams

S4. Healthcare IT & Data Standards (3+ Years)

  • Experience with healthcare system integrations
  • Knowledge of:
    • HL7
    • FHIR
    • Other healthcare interoperability standards

S5. Leadership & Communication (5+ Years)

  • Strong communication, leadership, and collaboration skills
  • Ability to work independently in fast-paced environments

S6. Regional Healthcare Experience (Preferred)

  • Experience working with New Brunswick healthcare systems
  • Regional Health Authority (RHA) experience preferred

S7. Bilingualism (Preferred)

  • Fluent in English and French (written and verbal)

S8. Tools & Technology (5+ Years)

Proficiency in:

  • Microsoft Office 365 (Excel, Word, PowerPoint, Visio, Teams)
  • Zoom
  • Atlassian JIRA

S9. Certifications

Preferred certifications include:

  • PMP
  • CAPM
  • PMI-ACP
  • PRINCE2
  • Equivalent project management certifications

Key Deliverables

  • Maintain all project management documentation and artifacts
  • Ensure compliance with governance and reporting standards
  • Lead risk mitigation and issue resolution efforts
  • Support teams through project milestones and go-live phases
  • Maintain documentation archives and compliance records
  • Build strong relationships with key project stakeholders

Additional Information

  • Occasional after-hours/weekend work may be required (pre-approved)
  • Monthly travel to New Brunswick required (expenses reimbursed as per policy)
  • Candidate must sign an NDA and complete privacy training before onboarding

Success Criteria

  • Proven track record of delivering complex digital health projects
  • Strong integration and stakeholder management expertise
  • Ability to perform effectively within large-scale transformation programs
  • Must achieve a minimum 70% score in technical evaluation and interview
