Senior Procurement Specialist for a 1-year contract opportunity in Chalk River, ON. This hybrid position is ideal for an experienced procurement professional with expertise in strategic sourcing, contract management, and complex procurement projects.
In this role, you will lead strategic procurement initiatives, manage the full acquisition lifecycle, negotiate contracts, and build strong supplier relationships while ensuring procurement activities align with organizational objectives and industry best practices.

Responsibilities- Develop and execute category strategies to support organizational procurement objectives.
- Conduct market research and supplier analysis to identify sourcing opportunities and strategic partnerships.
- Identify, evaluate, negotiate, and establish relationships with contractors and suppliers.
- Negotiate commercial agreements, pricing structures, volume rebates, and supply arrangements in the organization's best interest.
- Develop comprehensive procurement strategies, including project bundling opportunities where appropriate.
- Apply sound professional judgment using a risk-based approach to procurement activities.
- Collaborate with internal stakeholders and subject matter experts to define procurement requirements and sourcing strategies.
- Build and maintain strong relationships with stakeholders, suppliers, and contractors.
- Prepare commercial bid documents and procurement packages.
- Develop bid evaluation criteria and commercial evaluation methodologies in collaboration with technical teams.
- Lead bidder meetings and coordinate the complete procurement process from solicitation through contract award.
- Identify, assess, and manage procurement risks while ensuring process integrity.
- Coordinate technical evaluations and complete commercial proposal evaluations, including bid normalization.
- Prepare vendor recommendations and procurement reports for senior leadership.
- Review contractual comments and exceptions while working closely with Legal Counsel to negotiate final agreements.
- Provide post-award contract administration and oversight where required.
- Maintain complete procurement documentation, contract files, and supplier performance records.
- Monitor supplier performance and implement corrective actions when necessary.
- Prepare reports on contract performance, procurement metrics, key risks, and project status.
- Participate in lessons learned sessions and implement continuous improvements to procurement processes.
Qualifications- Must be legally eligible to work and reside in Canada.
- Security Clearance eligibility is required.
- Post-secondary education in Business Administration, Supply Chain Management, Engineering, Law, or a related field.
- Minimum 6-10 years of experience in supply chain management, procurement, construction procurement, project procurement, or a related field.
- Strong knowledge of procurement, contract management, project management, contract law, and complex sourcing strategies.
- Experience negotiating complex commercial agreements and managing supplier relationships.
- Experience with contract pricing models, procurement risk assessment, and contract interpretation.
- Formal training or demonstrated experience in negotiations, conflict resolution, claims management, or dispute resolution.
- Experience working in highly regulated industries; nuclear industry experience is considered an asset.
- Professional designation or enrollment in a supply chain program such as Certified Supply Chain Leader (CSCL), Certified Professional in Supply Management (CPSM), or equivalent is considered an asset.
- Excellent negotiation, analytical, planning, organizational, and problem-solving skills.
- Strong written and verbal communication skills with the ability to present to senior leadership.
- Ability to manage multiple priorities, work independently, and meet deadlines in a fast-paced environment.
- Experience interpreting technical drawings, specifications, and scopes of work is considered an asset.
- Advanced proficiency with Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint).
- Experience with Oracle E-Business Suite, SharePoint, ATOM, ISNetworld, and E-Sign is considered an asset.
- Demonstrated ability to prepare high-quality reports, procurement documentation, and commercial recommendations.
