The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General.

The AGCO is responsible for regulating the alcohol, gaming (casino, internet gaming, and charitable gaming), horse racing, and cannabis sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.

The AGCO is seeking an experienced Senior Manager, Strategic Policy (Gaming) to lead the development and implementation of major strategic policy initiatives related to charitable gaming, lottery and anti-money laundering.

Reporting to the Director of Strategic Policy, the Senior Manager will play a key role in the development and implementation of major projects in support of the annual corporate and divisional plan initiatives and the government's regulatory policy agenda for the gaming sector.

As a change leader with a continuous improvement mindset, the Senior Manager will lead cross-functional teams to develop innovative regulatory standards, guidance, and approaches, liaise with external stakeholders to gain policy insights, and provide policy expertise to numerous teams throughout the agency to support the delivery of effective regulation.

In this role, you will :

  • Advise the Director of Strategic Policy, Chief Strategy Officer & Corporate Secretary, and Executive Committee in setting strategic direction concerning regulatory policy issues and major strategic initiatives and program development.
  • Foster collaboration across the AGCO, ensuring ongoing alignment and integration of specific policy initiatives with the strategic direction set by the Executive Committee and with governmental priorities.
  • Play a central role in leading the development and implementation of gaming Registrar Standards.
  • Respond to and resolve complex and highly politically sensitive regulatory issues.
  • Oversee the development of strategic position papers related to a variety of matters, outlining key policy considerations and perspectives that represent the interests of the AGCO in effectively executing its mandate.
  • Bring a pioneering mindset to devise and execute action and project plans to design programs that contribute to shaping the gaming regulatory frameworks.
  • Provide leadership in building and managing a high-performing team.
  • Maintain extensive knowledge of stakeholder positions on AGCO and government policy to support effective engagement.Liaise with government contacts to share expertise related to the sector and stakeholders.
  • Support the development of content for external communication and inform stakeholders and the public of engagement opportunities.

The ideal candidate must have :

  • A post-secondary education in one of the following fields : Public Policy, Political Science, Law, Economics, Business Administration, and / or relevant senior experience that develops critical and strategic thinking.
  • A minimum of 5 years of experience in public policy, corporate governance, and / or stakeholder relations or related experience ideally in a public sector and / or regulatory setting.
  • A demonstrated ability to think strategically and critically, and to use data analytics to inform strategic planning and decision-making.
  • Senior-level experience leading diverse teams and implementing talent management and coaching practices.
  • Strong knowledge of legislative and regulatory frameworks associated with the gaming sector in Ontario.
  • Demonstrated leadership experience in policy development, program design, and evaluation.
  • Experience with managing complex and sensitive consultations and issues in a high-profile setting and ability to draw upon expertise to influence group outcomes.
  • Demonstrated statutory, regulatory, and policy interpretation skills.
  • Knowledge of risk management principles and techniques, preferably as applied by the government.
  • Comprehensive understanding of the provincial, federal, and international public policy environment.
  • The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
