Job Summary :

The University Secretary provides leadership and expertise to ensure theeffective operation and administration of the University’s bicameral (AcademicCouncil and Board of Governors) governance system.

The UniversitySecretary serves as the most senior governance resourceand advisor to the Board and Academic Council, as well as the University’ssenior leadership team, provides workflow management and secretariat supportfor all Board and Academic Council functions, provides impartial support to theUniversity’s judicial functions (academic and non-academic appeals) and servesas the administrative lead on the University’s policy framework.

Nature of work :

Reportingto the President & Vice-Chancellor, and as a key advisor to the Chair ofthe University’s Board of Governors.

Responsibilities / accountabilities :

  • Provides senior-level governance advice, expertise and secretariat support for the Board of Governors, Academic Council, and related sub-committees.
  • Works directly with the Office of the President to ensure governance bodies are aligned with the strategic objectives of the University.
  • Works closely with the Office of the President on stakeholder management and strategic planning, including, but not limited to, appointments on the Board and elections to Academic Council.
  • Works with the Board and committee chairs to set strategic annual work plans that align with university objectives, and to establish agendas and required materials for Board and committee meetings.
  • Provides advice and information on policies, precedents, procedures and protocol for the Board of Governors, Academic Council, and related sub-committees.
  • Provides advice and guidance on matters of governance jurisdiction, strategy, policy, and process to all members of the university community.
  • Responsible for interpretation and implementation of Board and Academic Council bylaws, policies, and procedures, providing advice and guidance where necessary.
  • Provides oversight and guidance on governance pathways for draft policies and proposals.
  • Provides liaison work between and among the Board, Council and sub-committees, senior administration, and constituent groups.
  • Oversees the election process to the Board and Council.
  • Assists with strategic board and council recruitment, orientation and in the assessment and strategy development for addressing the required balance of skills, knowledge, and experience of the Board (and its committees / boards) and the diversity of needs of the Board and Council;

designs effective strategies for effective Board practices and effective meeting management.

  • Assigns tasks to staff based on understanding of the Board, Council and sub-committee’s needs and availability of resources, and oversees, as necessary.
  • Oversees and ensures the effective operation of the university’s student appeal hearing processes pursuant to the Student Misconduct and Academic Appeals Policy, and related procedures.

Required Skills :

The ideal candidatewill have considerable experience with governance and stakeholder relations ina senior leadership or administrative role, ideally in an academic environmentor a public sector organization.

The incumbent should be skilled at interpreting legislation, governancedocuments and policies and providing practical advice on their application anddemonstrate excellent organizational and interpersonal skills.

Strong integrative skills related to understanding cross-functional implications andinter-relationships of issues and decisions, as well as an ability to projectobjectivity in challenging circumstances are valued.

Ability to cultivate, develop and manageinternal and external relationships is necessary. Experience with advocacy, project and / or changemanagement is an asset.

The ability to exercise deepanalytical reasoning skills and a strong aptitude for the preparation andanalysis of Board and Academic materials to assist in dialogue and decisionmaking are critical skills.

Thisposition requires a strategic thinker who can activate plans for how the Boardand Council can help the University achieve its strategic objectives.

Thisrequires strong political acumen and an ability to think and act strategicallyin both the short and long term.

Required Education :

  • Completion of a Master's degree in Business, Law, or Public Administration, with master’s level degree preferred.
  • Verification of Academic credentials may be required

Required Experience :

  • Minimum of seven (7-10) years’ related experience in an academic, or other public sector institution.
  • Additional administrative, corporate governance, stakeholder management, and / or legal training would be an asset.
  • Ability to develop, lead and mentor a team while working closely with the President’s office.
  • Proven skills in facilitation, communication including oral, written, and active listening, conflict resolution, neutrality, negotiation, creativity, and problem solving.
  • Knowledge of and experience in operationalizing the work of Boards and committees, including meetings, procedures, and rules of order.
  • Familiarity with the administration of policies, procedures, and procedural fairness principles, as well as human rights legislation would be an asset.
