When answering the screening questions, remember that the assessment board cannot make assumptions about your experience.

It is not enough to say that you have the required skills or to list the duties you currently perform or have performed in the past.

Work environment

Resource Management, Aquaculture and Aboriginal Affairs is a branch of DFO whose objective is to ensure the long-term viability and sustainable development of wild and aquaculture species while contributing to the economic prosperity of the Quebec marine fisheries and aquaculture sectors.

As a regional officer, you will have the mandate to support the implementation of decisions related to the management of the resource and aquaculture.

The main activities you will support are the following

  • Implementation of the fisheries management cycle, including fisheries management, surveillance and monitoring measures;
  • Management of contribution programs to fund the adoption of clean technologies in fisheries and aquaculture as well as the removal of ghost gear in the marine environment;
  • Coordination of aquaculture files and the Canadian Shellfish Sanitation Program;
  • Interpretation of legislation, regulations, policies and guidelines applicable to fisheries management;
  • Contribution of fisheries management to the development of the marine protected areas network as well as to the implementation of the Species at Risk Act;
  • Implementation of the regional Sustainable Fisheries Framework work plan including fisheries monitoring policy, recovery plans and various sustainable fisheries initiatives;
  • Collaboration on several fisheries management files with the Regional Science Branch, the Quebec Fisheries Fund, the Regional Ecosystems Branch, the Government of Quebec, Headquarters and other DFO regions.

Intent of the process

The purpose of this inventory is to create a pool of candidates that will be used to staff CO-01 or equivalent positions with various security profiles, linguistic requirements and tenures within the Department of Fisheries and Oceans Canada for the following locations : Québec (Québec) Cap-aux-Meules (Québec), Gaspé (Québec), Sept-Îles (Québec).

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education

A degree from a recognized post-secondary institution, with an acceptable specialization such as biology, ecology, aquatic resource management, economics science, business administration or regional development or an acceptable arrangement of studies, training and experience.

Remarks :

Indeterminate positions in the CO Group as of June 21, , who do not possess the minimum education prescribed above, are considered to meet the minimum education standard by virtue of their education, training and / or experience.

They shall be accepted as having met the minimum educational standard whenever that standard is required when staffing positions in the CO group.

At the discretion of the manager, an acceptable combination of education, training and / or experience, which is comparable to a degree from a recognized post-secondary institution with acceptable specialization in a field relevant to the duties of the position, may be used as an alternative to meet the minimum education standard.

When this minimum education has been met through this alternative, it is met for the position only and must be reassessed for future appointments and deployments where this alternative has been specified by the manager.

Experience

Experience in analyzing and interpreting natural resource, environmental or scientific data or data related to complex programs, management plans, agreements or policies.

Experience developing written materials such as but not limited to; letters, reports, agreements, contracts, briefing notes and Memorandums of understanding.

Education

Masters degree from a recognized university with a specialization in fields related to Business Administration (Commerce), Public Administration, Biology, Management of Natural Resources (terrestrial or aquatic), Environmental Science, Environmental Studies or Economics.

Experience

Experience in the exploitation of marine fisheries or natural resources.

Work experience in organizing meetings with various stakeholders and engaging and collaborating with Aboriginal client groups or other non-governmental stakeholder organizations such as the fishing industry or other governments.

Experience in processing and analyzing geospatial data.

Knowledge of the exploitation of marine fishery resources in Quebec.

Conditions of employment

Reliability Status security clearance

Valid drivers licence.

Consent to travel and be able to do so according to the requirements of the position.

Agree to work overtime when required.
