Duties

What differentiates the PE-02 and PE-03 roles is the level of autonomy and breadth / complexity of experience of the labour relations advisor.

The Human Resources Advisor (Developmental) (PE-02) or Human Resources Advisor Specialist (PE-03) provides operational level advice and guidance to management in key labour relations activities such as (but not limited to) grievances, workplace accommodations, misconduct and unsatisfactory performance.

Shared Services Canada's Labour Relations Team provides service through four (4) teams, each team dedicated to providing services to a specific set of clients within the organization.

The majority of services within each team are delivered remotely, which means that regardless of the location of the Labour Relations Advisor / Team Leader, their clients can be located anywhere across Canada.

Shared Services Canada offers a developmental program to its human resources advisors (PE-01 to PE-03) in Staffing, Classification, Labour Relations (Diversity and Inclusion and Workplace Wellbeing), Learning and Development and Human Resources Planning.

Individuals that will be offered an employment opportunity through this selection process at the PE-02 group and level will automatically be part of this promotional program that provides a structured developmental experience composed of learning objectives, coaching, training and learning activities, regular feedback, and written performance assessments.

Intent of the process

The immediate intent of this process is to staff one (1) bilingual imperative BBB / BBB position at the PE-02 group and level and one (1) bilingual imperative CBC / CBC position at the PE-03 group and level.

A pool of qualified or partially qualified candidates will be established and may be used to staff positions with similar qualifications, with various bilingual language requirements, various conditions of employment and / or various tenures within Shared Services Canada.

EDUCATION :

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

Note : The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

EXPERIENCES : FOR PE-02

FOR PE-02

EX1 Experience in conducting research and analysing information to deliver services such as providing advice and guidance to management in Labour relations.

FOR PE-03 :

EX2 Significant experience in conducting research and analysing information to deliver services such as providing advice and guidance to management in Labour relations.

EX3 Experience writing briefing notes or other communications for senior management

EX4 Experience dealing with union representatives

EX5 Experience in applying, interpreting, and analyzing legislation, regulations or policies related to labour relations and collective agreements.

Definitions :

Significant experience refers to the depth and breadth of experience associated with having performed a broad range of related activities.

Senior management is defined Director level or equivalent, and above.
