Supervisor (Winter Maintenance & Construction)
We are seeking a dedicated and experienced supervisor to oversee and manage the daily activities of winter maintenance and summer construction contracts in the City of Toronto.
Reporting directly to the executive management team, this role involves coordinating multiple road and sidewalk plowing and salting operations during the winter and overseeing municipal asphalt and concrete construction contracts in the summer.
The successful candidate will have extensive experience in supervising winter maintenance operations, as well as expertise in asphalt / concrete removals, site grading, asphalt paving, and concrete pouring / finishing.
The role requires advanced operational planning skills and the ability to solve complex logistical challenges in a dynamic, multi-stakeholder urban environment.
Key Responsibilities :
- Supervise and manage all winter maintenance operations, including sidewalk plowing and salting, road plowing, bike lane maintenance, anti-icing, arterial and collector road maintenance, and snow removal.
- Monitor and address issues on-site before, during, or after snowfall events and training sessions.
- Ensure daily salt inventory is updated by dispatchers and maintain continuous communication with the City of Toronto.
- Monitor GPS systems in real-time to ensure functionality and accurate tracking.
- Plan and forecast staffing needs, maintaining a detailed roster of call-in operators during winter contracts.
- Manage and direct the call-in system (e.g., TeamSense) for employee communication and preparation for snowfall events or training sessions.
- Determine work location requirements and assign staff for specific summer construction tasks.
- Collaborate with the site foreman to plan, schedule, and coordinate work assignments.
- Complete and submit daily work reports, including activity and progress updates.
- Supervise, monitor, and manage all winter and summer staff.
- Document and communicate equipment issues to the mechanic and coordinate repairs with the fleet manager.
- Communicate service level expectations clearly to all staff.
- Ensure compliance with all safety policies and procedures, including conducting Health & Safety meetings and maintaining records.
- Ensure the proper use of records and documentation by winter and summer staff.
- Attend all required internal staff meetings and City of Toronto meetings.
- Safeguard materials, tools, and equipment; supervise staff, including performance evaluation, discipline, attendance tracking, training, and development.
- Ensure workforce completes equipment inspections prior to each shift, report deficiencies, and submit paperwork promptly.
- Review and submit staff hours to payroll / operations weekly or as required.
- Assign work effectively and ensure all workers are competent in their assigned tasks.
Qualifications / Skills :
- Thorough knowledge of relevant safety, labor, and construction acts and codes.
- Familiarity with the Occupational Health and Safety Act, its regulations, and associated hazards.
- Knowledge of the COR health & safety program is an asset.
- A Class DZ driver’s license is an asset (Ontario commercial licenses with Z endorsement after Sept 1, 2023, require a certificate of completion for the new module).
- Confined Space Training and other safety-related training are assets.
- Experience operating heavy construction equipment, such as loaders and graders, is an asset.
- A minimum of 3 years of experience in winter plowing, salting, or as a crew foreman is required.
- Knowledge and experience with plowing and salting techniques for unique infrastructures (e.g., cul-de-sacs, intersections, bridges, etc.) is preferred.
- Understanding of the City’s By-Laws related to the public right-of-way is an asset.
- Ability to work outdoors in various conditions for extended periods.
- Strong attention to detail, organizational, and communication skills.
- Ability to lift and move 25 to 50 pounds.
- First Aid Certification is required.
- Ability to follow OHSMS Policies, Procedures, Practices, and all applicable legislation.
- Minimum of 5 years of experience in asphalt / concrete removals, site grading, asphalt paving, and concrete pouring / finishing.
- Experience in supervising labor staff and providing work direction to front-line staff.
- Strong problem-solving and conflict resolution skills.
- Membership with LiUNA Local 183 is an asset.
