Overview
The City of Victoria is looking for an experienced Land Development Technologist to join our dedicated team. In this role, you will be responsible for administering engineering reviews for building permits, utility construction permits, borehole permits, and driveway crossing permits, while working to deliver a high level of service to both internal and external stakeholders.
Key Duties
- Coordinate and administer engineering reviews with respect to Rezoning, Development Permit, Building Permit, and Heritage Alteration Permit applications.
- Review, coordinate, and approve Utility and Driveway Permit applications.
- Inspect construction activities related to permits.
- Provide technical input on reports to Council and prepare engineering components of Master Development Agreements.
- Analyze and review engineering designs, drawings and ensure compliance with city standards and specifications.
- Provide technical advice and interpretation to applicants, contractors and consultants on design submissions and required changes.
- Determine scope of required works for civil construction projects and prepare cost estimates for municipal works.
- Conduct construction site inspections to verify compliance with Engineering standards and coordinate restoration activities.
- Manage technical conditions for legal construction agreements and conduct site meetings with staff, contractors and agencies.
- Apply project management principles to coordinate schedule and delivery of City services.
- Invoice utility for restoration charges and refund deposits; prepare cost breakdowns and reconcile charges.
- Respond to enquiries, coordinate schedule of work, compose correspondence, and maintain manual and computerized files.
- Perform related duties as qualified.
Independence
Work is generated through permit applications or is assigned by supervisor. Work is reviewed through reports to supervisor. Major budget expenditures are discussed with supervisor.
Working Conditions
Physical Effort : Sit with arms unsupported for extended periods while keyboarding (frequent).
Mental Effort : Deal with complaints and negative comments (often). Meet multiple deadlines (often).
Visual / Auditory Effort : Focus on detailed drawings and source data for short periods (frequent).
Work Environment : Office. Work outside in all weather conditions (often). Presence on construction sites (often). Work in close proximity to moving traffic (often).
Key Skills and Abilities
Organize and prioritize work.Thorough understanding of development servicing process and applicable procedures, standards and bylaws.Understand and apply principles of civil engineering construction and design.Working level operation of current City word processing, spreadsheet and related specialty software.Read and interpret engineering codes, standards and drawings.Estimate cost of civil construction projects.Prepare reports and correspondence and maintain accurate records.Establish and maintain effective working relationships.Deal effectively with the public and outside agencies.Work safely on job sites.Qualifications
Formal Education : Technical School Diploma in Civil / Structural Engineering Technology (2 years).Registration or ability to register as an Applied Science Technologist (A.Sc.T.) with ASTTBC.Current and valid Class 5 B.C. Driver's Licence.Experience : 4 years of relevant experience or an equivalent combination of education and experience.Ability to substitute in a more senior position (may be requested).Application Information
