Responsibilities
The Learning and Development Specialist provides effective and timely training expertise, solutions and services to its stakeholders, linking Halifax Water's strategic and business plan goals with building and growing a learning culture. This role includes collaborating with stakeholders to design, develop and implement timely and accessible training / learning solutions to meet compliance and education requirements. The role also involves a change management approach to managing instructional design activities for projects to ensure employees are supported to meet their current and future job role learning needs. Duties and Responsibilities : Advise leaders and teams on learning strategies aligned with organizational priorities.Conduct detailed data-driven training needs analyses using AI and analytics tools across business units in collaboration with subject matter experts and project teams to identify and develop effective learning solutions.Design, develop, and maintain learning solutions assets including training materials, manuals, job aids, presentations, microlearning and eLearning content using instructional design best practices and industry leading tools.Facilitates and delivers instructor-led training sessions and / or workshops as required.Evaluate program effectiveness through metrics, feedback, and analytics; recommend and implement improvements.Provide guidance and coaching to other team members involved in training solutions development and delivery.Partner with internal and external experts, vendors, and operational teams to deliver high-impact learning.Track and report on learning metrics, compliance, and business impact.Perform other related duties as may be assigned.
Qualifications
Education : Relevant university degree (e.g. bachelor of adult education, education, instructional design). Other equivalent combinations of formal education and related experience may be considered.Education in teaching, coaching, adult education, or instructional design is an asset.Experience : Minimum of 5 years experience designing, developing, and teaching specific technical, application, and training courses to diverse audiences, with a focus on technical compliance and training programs.Certificates / Licenses / Registrations : One of the following or equivalent : Adult Learning CertificateCertified Professional Training / Learning ProfessionalValid NS Drivers' License and access to reliable transportation on an ongoing basis.Must be willing to undertake and maintain the following safety training : First AidGlobally Harmonized System (GHS) (Formerly WHMIS)Additional safety training as identified based on legislative and operational requirements.Other Knowledge, Skills and Abilities : Knowledge of Adult Learning Principles, assessment principles and L&D approaches.Ability to track and manage training information, producing metrics reports and forecasting compliance requirements.Demonstrated knowledge of adult learning principles and assessment strategiesDemonstrated knowledge of HRIS / HCM systems and Learning Management Systems (LMS).
