Responsibilities :

  • Resource responsibilities will include gathering and prioritizing product requirements, collaborating with cross-functional teams to ensure alignment with organizational goals, and driving the successful delivery of features and enhancements that enhance the business experience.
  • This role requires a strategic thinkers with a deep understanding of product management methodologies, strong leadership skills, and a passion for leveraging technology to drive positive change in public service delivery.

Key deliverables :

  • Product Roadmap : Develop and maintain a strategic plan for feature releases and enhancements.
  • Feature Prioritization : Prioritize features based on impact, value, and feasibility, balancing short-term needs with long-term vision.
  • Project Management : Coordinate cross-functional teams, track progress, and ensure alignment with project timelines and objectives.
  • Risk Management : Identify and mitigate potential risks to project delivery and product success.
  • Stakeholder Communication : Facilitate regular updates and feedback sessions among project stakeholders.

The Vendor’s Personnel will also be required to :

  • Complete work and achieve milestones within the assigned deadlines;
  • Notify the Cluster / Ministry project Manager in writing of any issues or other material concerns related to the Assignment Deliverables, as soon as the he / she becomes aware of them;
  • Submit Deliverables for the Cluster / Ministry approval as they are completed;
  • Comply with the Ontario Government and the Cluster / Ministry security procedures and practices;
  • Comply with the Ontario Government and the Cluster / Ministry architecture / technology standards and best practices;
  • Comply with the Ontario Government and the Cluster / Ministry Conflict of Interest and Confidentiality Guidelines;
  • Provide knowledge and skill transfer to a designated Cluster / Ministry staff;
  • And Comply with the Ontario Government I&IT Directive, Operational Policy on the I&IT Project Gateway Process, and other applicable Guidelines, Standards and Procedures.

Experience and Skill Set Requirements

Required Skillset :

  • Proven experience in product planning and lifecycle execution
  • Hands-on experience in managing product lifecycle / tracking using tools like Jira, KanBan, and Azure DevOps.
  • Experience working with hybrid teams by utilizing collaboration tools like Miro, Microsoft Teams, FigJam, Slack, etc.
  • Skilled in planning product delivery and leading distributed teams for efficient outcomes.
  • Proficient in creating and managing product roadmaps, and other product artifacts such as proposals, and business cases
  • Knowledgeable in project management methodologies, principles, and processes.
  • Expertise in defining project scope and controlling work inclusion.
  • Competent in budgeting, tracking expenses, and maintaining financial constraints.

Desirable Skillset

Product Management Expertise :

  • Experience in product planning and execution throughout the product lifecycle.
  • Ability to gather and prioritize product and customer requirements.
  • Proficiency in defining product vision and ensuring alignment with strategy and goals of the organization.
  • Capability to identify and fill product gaps, generate new ideas, and drive growth.
  • Proficient in maintaining product backlog and prioritizing tasks based on business needs.
  • Experienced in planning product delivery and guiding teams for timely, efficient outcomes.
  • Capable of creating, updating, and delivering product roadmaps focused on growth objectives like market share, revenue, profit, adoption, and ROI.

Project Management Skills :

  • Knowledge and experience with project management methodologies, principles, and processes.
  • Experience and understanding of product objectives, goals, and metrics to oversee the development and implementation of large-scale projects.
  • Defining and controlling the scope of the project to ensure all necessary work is included and unnecessary work is excluded.
  • Planning and managing the project budget, tracking expenses, and ensuring that the project remains within financial constraints.
  • Being flexible and able to adapt to changes in project scope, timelines, and resources as necessary.

Risk Management and Reporting :

  • Identifying potential risks, assessing their impact, and developing mitigation strategies to minimize their effect on the project.
  • Ability to articulate and prioritize issues and risks at program management and senior executive levels.
  • Experience in creating and maintaining a product road map and reporting to multi-stakeholders at senior executive levels.

Technical Skills :

  • Basic knowledge in Microsoft Azure cloud platform.
  • Proficiency with online collaboration tools such as MIRO, Microsoft Teams, Atlassian Confluence, Trello, Microsoft Office 365, Google Drive, Zoom, and Slack.
  • Experience with backlog management tools such as JIRA, Azure DevOps, and Pivotal Tracker.

Agile and Scrum Experience :

  • Ability to deliver products using Agile (SCRUM) methodologies with a balanced team (product owner, user experience designers, developers).
  • Experience in Scrum master role is preferred.

Communication and Relationship Management :

  • Demonstrated skills in communication, mediation, and team building.
  • Ability to build consensus and manage relationships effectively.

Soft Skills :

  • Strong interpersonal and negotiation skills.
  • Excellent presentation, verbal, and written communication skills.
  • Strong analytical, problem-solving, and decision-making abilities.
  • Proven track record of meeting deadlines and delivering high-profile, high-risk, complex initiatives.

Product Management 25%

  • Proven experience in product planning and lifecycle management.
  • Skilled in defining and executing product vision and strategy.

  • Proficient in creating and managing detailed product roadmaps.

Project Management 25%

  • Experience with OPS project assessments (e.g., TRA, PIA) and financial analysis for multi-year projects.
  • Proven ability to manage multi-year, multi-million budget projects, including stakeholder management, risk mitigation, and scope control.
  • Expertise in formulating business and technical requirements, solving business problems, and defining product visions and goals.
  • Experience in coordinating cross-functional teams for product delivery.

Technical, Deployment and Project Integration Skills - 20%

  • Basic knowledge in Microsoft Azure cloud platform.

  • Experience creating privacy, financial, communication and IT documentation including business cases, Privacy Impact Assessments, Threat Impact Assessments, Requests for Service
  • Experience in creating Agile methodology artifacts such as roadmaps, release plans, epics / features / user stories

Public Sector Experience - 10%

  • Experience with Public Sector ITIL process including incident management, release management, problem management, support models, etc.
  • Familiarity with the PMO Stage Gate process as implemented in Ontario Public Sector
  • Experience with Service Ontario / Ministry of Government and Consumer Services business processes, gating procedures, project management requirements and business rules.

Must haves :
