Operations Analyst - Assessment & Taxation
The Opportunity :
The City of Red Deer is currently recruiting for an OperationsAnalyst to support the property taxation team and department.
The Operations Analystprovides, accounting, analytical, systems, business process and financial support to theorganization through the Revenue and Assessment Services department whichincludes the operations of the Corporate Accounts Receivable or Assessment andTaxation area.
This position requiresthe ability to utilize past exposure to business environments to successfullymanage multiple priorities, including the review, research and analysis ofexisting processes, systems and procedures, the development and implementationof new initiatives and business processes, the evaluation and development ofinternal controls and corporate policy and procedure and the ability tointerpret, apply and draft complex bylaw / legislation.
Reconciliation, analysis and decision makingbased on complex corporate financial and taxation data is necessary. Projectdevelopment and leadership, reporting and presentations to senior management,committees and City Council is required.
An analytical nature, exceptional communication skills, provenleadership, superior critical thinking, demonstrated project management, strongproblem-solving and effective persuasion skills are essential in thisrole.
This is largely a self-directedposition and requires the incumbent to take initiative, seek opportunities,exercise professional judgment, develop strong working relationships and workindependently.
Decisions made in thisrole have impact across the department, organization, on City Council and thepublic.
As our preferred candidate, youwill have :
Professional accounting designation and a universitydegree with a focus in business, accounting or project management.
Equivalent education and experience may beconsidered.
- Six years’ progressively related experience in asophisticated and integrated system environment preferably in a largeorganization, with a strong knowledge of business models, decision makingtools, accounting principles, financial and management systems and businessprocesses.
- Demonstrated experience in the following areas :
- project management including coordination andleadership of multi-disciplinary teams
- business process development and documentation
- development and monitoring of internal controls
- risk and gap analysis, critical thinking andevaluation of complex concepts
- formal report preparation, including financial impactanalysis and evaluation and recommendation of alternatives
- proficiency in MS Excel and MS Word. Familiarity withMS Access, MS PowerPoint, MS Outlook, and Office 365.
- proven aptitude for understanding software systemconfigurations and operations.
- The following experience would beconsidered an asset :
- Experience with auditing
- Implementation experience for systems including setupand testing
- Experience in municipal fund accounting including therequirements of the MGA (Municipal Government Act) and PSAB (Public SectorAccounting Board)
- Accounting for property assessment and taxation
- Experience with forecasting and variance analysis
- Exposure to interpreting and applying complexlegislation
- Exposure to a variety of property tax and / or financialaccounting software
- Experience with invoicing and collections
- Ability to listen effectively to understand the needsof a wide range of users, synthesize information and prepare and presentanalyses and business cases to support recommendations
- Superior demonstrated accuracy and attention todetail.
- Apply advanced accounting and business managementprinciples, knowledge and skills to the maintenance of a multifaceted set ofaccounting, budgeting and management records.
- Perform financial and budgetary analyses, preparecomplete financial reports and complex account reconciliation.
- Communicate effectively, both verbally and in writing,with the public, other City departments and agencies, including duringsituations of conflict.
Must regularlycommunicate with customers, contractors, suppliers and other organizations suchas the City’s external auditors, legal providers, etc.
- Work with considerable independence and focus anddemonstrate maturity, initiative and resourcefulness in achieving businessobjectives.
- Handle sensitive and confidential subject matter,which, if improperly handled, could have a significant negative impact on theCity.
- Prioritize, plan, organize and react in situations ofcompeting activities to ensure deadlines and goals are achieved efficiently andeffectively.
- Display strong interpersonal, teamwork and flexibilityskills.
- Create and maintain a safe workplace, adhering to thepolicies and procedures outlined by the City.

Remuneration :
$47.12 to $49.60 per hour
Hours of Work :
75hours biweekly; Monday to Friday, some evening andweekend work may be required when necessary.
Additional Information :
Closing Date is tentatively set for September 10, 2024; but it may be extended until a suitable candidate has been found.
Hybridremote work may be considered for this role.
