The Saskatchewan Liquor and Gaming Authority’s Cannabis Licensing and Inspector Branch is seeking an experienced and self-motivated individual to join its team as a permanent full-time Cannabis Licensing Inspector.

The position will report to the Manager, Cannabis Inspections and Integrity. Working in cannabis regulation, the Inspector liaises with permitted establishments to promote and ensure compliance with provincial requirements and expectations with respect to the sale and distribution of cannabis.

This will be accomplished using a variety of strategies, including as appropriate, education, inspections and investigations.

Inspectors will conduct interviews and review financial information, criminal and compliance histories, and a variety of other information to detect irregularities and identify risks.

Inspectors may take statements from complainants and witnesses as well as prepare reports to record compliance history to support the sanction process.

Inspectors provide educational support to permittees, other enforcement agencies, and the general public. Inspectors are required to serve legal documents and testify in court or before the Liquor and Gaming Commission if necessary.

Conducts pre-permit inspections and inspections of permitted establishments to review the sale and distribution of cannabis relative to the appropriate legislation and licensing policy.

Provides education and support on the rules and regulations to current and potential permittees, other regulatory agencies, and the general public.

Meets with new permittees to review the rules, regulations, legislation and regulations regarding the sale and distribution of cannabis.

Serves notices, including Liquor and Gaming Commission hearing documents. Testifies at court and Commission hearings. Assists in the legal seizure of assets involving a permitted establishment.

Prepares detailed inspection and investigation reports for the purpose of recording compliance history and to support the sanction process Conducts inspections of establishments to determine suitability for issuance of a permit.

Other work as assigned within Regulatory Services Division. Required Technical Qualifications Minimum of five years of experience in law or regulatory enforcement.

Policing experience is preferred. Demonstrated ability to interpret legislation, regulations, terms and conditions, and associated policy such as typically acquired by working in a regulatory environment.

Superior communication skills both written and verbal including experience in working with diverse stakeholder groups. Demonstrated knowledge and experience in conflict resolution techniques and approaches.

Demonstrated knowledge and experience in applicable inspection, enforcement, investigative techniques, procedures, and documentation.

Experience with commercial crime and / or fraud investigations would be an asset. Working Conditions Inspectors work unregulated hours within any working day or series of working days.

This consists of 224 hours and 2 earned days off (EDO) in a six-week period. Inspectors are not required to work more than 12 hours per day or 6 days in a calendar week.

Inspectors are required to travel within the province, sometimes during inclement weather and / or poor travel conditions.

Overnight stays are also required. Inspectors during the execution of their duties may need to interact with customers who are irate and as such, they must demonstrate an attitude of safety that always ensures the safety of themselves and others during the execution of their duties.
