POSITION DESCRIPTION

Director, OHS and Chief Medical Officer

The Director, Occupational Health Service and Chief Medical Officer (CMO) provides strategic direction, medical expertise, and guidance on healthcare policies, programs, and initiatives for supporting the health of CN employees and CN operations The role is accountable for ensuring that employees are medically fit to work and comply with regulatory requirements and company policy.

Furthermore, the role is responsible for the Occupational Health Services (OHS) Team, ensuring workers' fitness to work in critical security positions.

Medical Oversight 40%

  • Provide medical oversight for all aspects of operations.
  • Develop and oversee health assessment and screening programs to assess the medical fitness of employees, including conducting pre-employment medical examinations, periodic health assessments, and fitness-for-duty evaluations.
  • Develop and maintain emergency response plans for medical incidents, coordinating with internal stakeholders, emergency responders, and regulatory agencies as necessary.
  • Improve participation in workers' compensation by increasing the internal medical expertise and be able to better challenge cases to minimize costs and absences.
  • Update Drugs and Alcohol Policy, in collaboration with Labour Relations (LR).

Operational Excellence 40%

  • Identify and implement best practices in health management initiatives and programs.
  • Ensuring a planned systematic approach as part of Occupational Health Service (OHS) continuous improvement.
  • Increase the collaborative approach with stakeholders to alleviate the return to work of employees.
  • Establish, track, and maintain OHS key performance measures.
  • Cascade the OHS Strategic Plan thorough the organization.

Regulatory Compliance 20%

Ensure compliance with relevant regulatory requirements both in the United States (U.S.) and Canada, and industry standards related to railway occupational health, and medical fitness standards for employees.

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress.

The role must be able to handle all documents and information with discretion.

CANDIDATE PROFILE

Director, OHS and Chief Medical Officer

The Director, Occupational Health Service and CMO directly impacts the health and overall well-being of employees. Responsible for establishing and implementing health policies, medical fitness standards, and emergency response protocols, the CMO's decisions shape the review and analysis of injuries and illnesses and making sure all employees are fit for duty .

Furthermore, ensuring regulatory compliance, managing risks, and spearheading employee wellness programs are paramount. Collaborating with public health authorities and community organizations to address public health concerns underscores the CMO's broader impact, necessitating sound judgment, strategic prioritization, and a commitment to safeguarding the health of all stakeholders.

The Director, Occupational Health Service and CMO interacts with individuals internal and external to CN. Within the organization, the incumbent liaises with Human Resources (HR) Leaders and members of HR Teams as well as leaders from the business.

Outside of CN, the role communicates with public health authorities and decisions makers.

The Director, Occupational Health Service and CMO reports to the Senior Vice President and Chief Human Resources Officer.

The role requires direct supervision of 2 to 4 employees and indirect supervision of up to 25 employees.

Experience

  • Minimum 15 years of OHS leadership :
  • Experience leading OHS team within large corporations.
  • Experience of occupational medicine and industrial health n industrial and unionized setting.
  • Experience leading and implementing OHS best practices within large corporations.
  • Experience tracking OHS Key Performance Indicators (KPIs) and ensuring action plan to readjust when necessary.

Education / Certification / Designation

  • Certified Doctor of Medicine (MD) with a medical license.
  • Certified OEMAC - Occupational and Environmental Medical Association of Canada (an asset).
  • Certified ACOEM - American College of Occupational and Environmental Medicine (an asset).

Location

  • The position can be based in Montreal, Edmonton any place on CN’s network that has OHS presence.
