Duties
SUMMARY OF DUTIES (FOR EG-06 AND EG-07)
- Manages the simultaneous development and delivery of multiple Construction Projects varying from large multi-million dollar to minor fit-ups for the RCMP in Canada including the Territories.
- Works with a project team to develop, evaluate, review and manage project approval documentation, statement of works, designs, specifications, construction administration, cost estimates, schedules, budget, resourcing strategies, risk management analyses, procurement, security, project scope, contingency plans, ensure compliance with RCMP standards.
- Engagement / communication with all relevant internal and external stakeholders for delivery of Real Property projects.
- Responsible for all financial aspects of projects, scheduling and report of both.
- Carries out site inspections with subject matter experts throughout the life of the project, to ensure compliancy with environmental acts, industry codes / standards, safety regulation, and compliance with contract specifications.
- Conducts quality assurance and control monitoring through the project.
ADDITIONAL DUTIES (FOR EG-07)
- Manages and leads multiple project teams to deliver on a larger portfolio of Real Property projects.
- Reviews, provides guidance and evaluates the work of team members for project requirements, quality and timeliness, and addresses shortfalls in performance.

Intent of the process
The immediate need is to staff one position for an EG-06 on an indeterminate basis, with a linguistic profile of English Essential and an Enhanced Reliability Status and one position for an EG-07 on an indeterminate basis, with a linguistic profile of Bilingual Imperative (BBB / BBB) and an Enhanced Reliability Status.
A pool of candidates may be established and may be used to staff similar positions within the RCMP on an indeterminate or specified period (including term, acting, or assignment / secondment) basis, with various linguistic profiles and RCMP security requirements.
Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

EDUCATION (FOR EG-06 AND EG-07)
Graduation with a degree or diploma in Construction Technology, Engineering, Architectural, Interior Design.
AND / OR
an accreditation in project management through a recognized institution (PMP, Prince2 etc.) in combination with a minimum of 10 years work related experience.
EXPERIENCE (FOR EG-06 AND EG-07)
EXP1. Recent* and significant experience in Architectural or Engineering designs or as a Project Manager of new construction and / or major renovations projects and associated contracts related to real property projects of more than $5 Million.
EXP2. Recent* and significant experience leading a multi-disciplinary project team of public and / or private sector resources for the delivery of Real Property projects.
EXP3. Experience in the development, coordination and evaluation of contracts relating to construction project delivery.
EXP4. Experience in conducting site visits, quality assurance of contract documentation, control monitoring of construction progress and inspection of Real Property Project throughout the project life-cycle.
NOTE :
Recent is defined as the experience attained for 5 years within the last 10 years.
Significant for the EG-06 position is defined as the depth and breadth of experience associated with the execution of a diverse range of complex activities for 6 years or more.
EXPERIENCE (EG-07 ONLY)
EXP5. Recent* and significant experience in Architectural or Engineering designs or as a Project Manager of new construction and / or major renovations projects and associated contracts related to real property projects of more than $10 Million.
EXP6. Recent* and significant experience in managing a team of personnel involved in the delivery of Real Property construction projects.
EXP7. Experience managing stakeholder expectations and reporting to Senior Management

Significant for the EG-07 position is defined as the depth and breadth of experience associated with the execution of a diverse range of complex activities for 9 years or more.

K1. Knowledge of the fundamentals of project management, processes utilized in the management of construction projects, such as : theories, principles, practices and techniques, budgeting, scheduling etc.
K2. Knowledge of Federal / Provincial legislation, regulations, guidelines, and codes related to construction in Canada.
ADDITIONAL KNOWLEDGE (FOR EG-07 ONLY)
K3. Knowledge of fundamentals and principles of Human Resource Management.

A3. Ability to prepare, review and evaluate technical drawings and specifications for major construction, renovations, repair or maintenance projects.

OPERATIONAL REQUIREMENTS :
- Willing and able to travel nationwide by land and air transport.
- Willing and able to work overtime.
- Willing and able to work on construction sites, in hazardous conditions, and willing and able to wear personal protection equipment and exercise caution when exposed to these conditions.
