Job Description :

  • Provide expertise, consultative advice, guidance of change management principles, methodologies, and tools.
  • Develop and implement change management strategies, plans and framework.
  • Lead, develop, implement and provide input in the development of stakeholder assessments, stakeholder engagement strategies, and resistance management throughout the lifecycle of the project.
  • Lead, develop, implement and provide input in the development of sponsor roadmaps and communication and training plans throughout the lifecycle of the project.
  • Ensure the alignment of change management activities with participating stakeholders to remove change barriers, smooth the adoption process and contribute to problem solving resulting in successful implementation.
  • Support senior leadership by developing strategies to foster consensus among clients / partners and stakeholders to adapt to changes to align with the Ministry’s modernization strategy.
  • Identify potential people side risks and anticipated points of resistance and develop plans to mitigate or address concerns.
  • Provide strategies methodologies and tools to measure outcomes and success of change implementation and adoption.
  • Develop plans for continuous improvement based on assessment of change success throughout the project life cycle.

Experience and Skill Set Requirements :

General Skills : 35% :

  • Experience and knowledge of change management industry standards, best practices, methodologies and tools.
  • Experience in development of communication plans, change management strategies and training plans.
  • Strong presentation and group facilitation skills with the ability to work effectively with a diverse group of internal and external stakeholders.
  • Strong conflict management, interpersonal and communication skills (written and verbal).
  • Experience with project management fundamentals and understanding of the lifecycle of a project.
  • Desirable Skills : 35% :

  • Experience identifying and assessing change impacts to business processes and technology solutions to drive adoption.
  • Experience leading medium to large transformational change projects.
  • Experience applying a structured change management approach and methodology for assigned initiatives.
  • Experience developing actionable and targeted change management plans that include communications, coaching, training and / or other resistance management activities.
  • Experience defining and measuring success metrics to track adoption, utilization and proficiency related to changes.
  • Experience managing the change management process, and applying change management best practices to support the project or initiative.
  • Soft Skills : 20% :

  • Superior verbal and written communication skills to effectively inform executive decision-making and to report status to corporate governance bodies including group facilitation skills, experience in preparing reports, proposals, briefing materials, presentations and other communication.
  • Strong consulting skills to engage with stakeholders.
  • Ability to prioritize workload, demonstrate critical thinking, identify problems, develop and implement solutions.
  • Strong customer service orientation to ensure needs of clients are effectively met.
  • Demonstrated team player with excellent multi-tasking abilities and a proven track record for meeting strict deadlines.
  • Client and Healthcare Experience : 10%

  • Demonstrated experience in a health or clinical context.
  • Demonstrated experience supporting stakeholder engagement activities, particularly in a healthcare context.
  • Demonstrated experience with the privacy and security requirements of software development in a healthcare or clinical context.
