| Job Description | Role Overview: The Project Manager will be an integral member of the IT Project Delivery Office (PDO) within the Ministry of SaskBuilds and Procurement (SBP), Information Technology Division (ITD). The PDO is a centralized IT delivery function supporting all IT projects across the Government of Saskatchewan (GOS). The successful resource will lead and deliver strategic IT initiatives across multiple GOS ministries. Projects may include business transformation, application development and modernization, cloud-based solutions, infrastructure and technology upgrades, cybersecurity, data and analytics, and digital services. The Project Manager will work collaboratively with external vendors, ministry stakeholders, business leaders, technical teams, service partners, and executive sponsors to ensure the successful delivery of project objectives. Key Responsibilities: • Lead projects through all phases of the lifecycle (initiation, planning, execution, monitoring/control, closure). • Manage scope, schedule, budget, resources, quality, risk, issues, dependencies, and stakeholders. • Develop Detailed Project Plans and obtain Project Sponsor approval. • Ensure delivery aligns with established methodologies, standards, and PMI best practices. • Establish and facilitate project governance structures, including executive steering committees. • Facilitate ongoing stakeholder engagement and communication. • Lead and execute Organizational Change Management (OCM) activities (impact/readiness assessments, training, user adoption). • Collaborate with third-party vendors and business partners to integrate deliverables. • Monitor, manage, and report on project performance, risks, and issues. |
| Skill set info | Proven record of achievement as a Project Manager demonstrating significant experience in successfully working in an IT project environment with an ability to prioritize, meet deadlines and work under pressure. Significant is defined as experience greater than ten years. GOS is interested in understanding the Resource's experience with GOS, or comparable entities, as it relates to the technical and business landscape. Describe in detail. Demonstrated experience as a practicing Project Manager managing different, complex projects in an IT environment. Resource to provide details of at least three projects they've managed in the last five years. Complex is defined as a project with multiple stakeholders, vendors and complex cloud integrations. Demonstrated experience delivering Information Technology (IT) projects in a public sector environment (government, Crown corporation, healthcare, education, or regulated public entity), including operating within formal governance, approvals, and audit requirements. Demonstrated experience operating within formal project governance structures, including executive steering committees, project boards, and decision-making forums. Responses should describe executive reporting responsibilities, governance artifacts produced, and experience supporting senior leadership decision making. Demonstrated experience in effectively planning, executing, and adapting stakeholder communications on complex IT projects, involving diverse business, technical, vendor, and executive stakeholders. Demonstrated Project Management experience successfully managing team resources, systems development, estimating effort and costs, and planning and scheduling project activities. Describe in detail. Demonstrated experience in creating and managing project management documentation. Examples would include project plans, schedule, project budget and change orders as well as project status reports. Experience integrating Organizational change management practices into IT project delivery. Demonstrated experience delivering projects using Agile, Waterfall, or Hybrid delivery methodologies. |
