Job Summary
The Assistant Manager provides strategic and operational leadership for a portfolio of municipal operations facilities and services across South Campus. The role is accountable for the safe efficient and reliable delivery of services that support core university operations including infrastructure maintenance materials management waste operations and logistical support for academic and research activities.


This position ensures continuity of service across multiple operational sites by coordinating resources resolving service disruptions and implementing risk-based operational strategies. The Assistant Manager contributes to operational and capital planning aligns service delivery with institutional priorities and ensures effective stewardship of assets infrastructure and financial resources.

The role provides full leadership oversight for multiple operational teams contractors and service providers including workforce planning performance management and the development of a strong safety and service-oriented culture.

Organizational Status
Reporting to the Municipal Manager the Assistant Manager provides leadership for operational yards with a diversity of services co-located at the South Campus worksite including the nursery warehouse Material Recovery Facility and composting operations. These UBC-operated facilities also deliver shared services to University Neighbourhood Association contractors as required under the UBC Neighbours Agreement ensuring coordinated service delivery and optimized use of shared infrastructure.

Work Performed


Operational Leadership

  • Accountable for client relations and ensure the yards are safe accessible and well stocked for both the academic and neighbourhood community.
  • Develops and implements storage protocols and procedures including intake criteria and application processes as well as the assignment duration and fee structure for storage space allocation.
  • Manages and mentors field employees crews clients and contractors.
  • Works collaboratively with operations managers and community partners to understand and support their needs.
  • Ensures facilities and activities comply with regulatory requirements while proactively managing environmental impacts and operational risks.

Asset Management

  • Responsible for maintaining accurate asset inventories defining asset ownership and ensure lifecycle stewardship. Oversees condition assessments develop maintenance strategies risk evaluations and renewal planning to support financial decisions relating capital renewal.

Safety and Compliance

  • Ensures all activities comply with regulated licensing protocols and safety regulations including conducting crew talks and managing health and safety procedures
  • Oversees access control and hours of operations.

Inventory and Logistics

  • Manages storage across all Facilities operated yards in South Campus.
  • Directs daily activities logistics and coordinating with crews to manage access materials and equipment.
  • Maintains tracks and procures materials tools and heavy equipment for yard operations including overseeing specialized equipment needs such as lift moves and scaffolding erection.


Budgeting and Reporting

  • Manages operational budgets develops and monitors key performance indicators and prepares reports for Municipal Manager

Consequence of Error/Judgement
The Operations Manager provides key inputs to the strategic and operational decision-making for the Municipal portfolio and Neighbourhood under the provisions of the UBC Neighbours Agreement. Errors in judgement and technical analyses may result into operational impacts regulatory compliance performance and disruption of service to the university its students faculty staff residents and the Musqueam.

Supervision Received
Works independently under the direction of the Municipal Manager.

Supervision Given
Provides work direction and oversight of field employees asset coordinators consultants and contractors.

Minimum Qualifications
Undergraduate degree in a relevant discipline. Minimum of four years of related experience or an equivalent combination of education and experience.


- Ability to read and interpret engineering drawings and specifications.

- Knowledge of Environmental Regulations and Metro Vancouver by-laws.

- Ability to work independently and collaboratively in a team environment. Willingness to respect diverse perspectives including perspectives in conflict with ones own

- Strong written verbal and interpersonal communication skills.

- Demonstrates a commitment to enhancing ones own awareness knowledge and skills related to equity diversity and inclusion

- Exceptional time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands.

- Valid B.C. Class 5 Drivers License.

- Experience working with asset data including asset inventories condition data and performance metrics.
