Overview
The Project Controls Specialist provides comprehensive project management support across all project phases, including initiation, planning, execution, monitoring, and close‑out. This role is responsible for cost management, schedule support, change control, progress measurement, and reporting. The position involves close collaboration with project managers and cross‑functional partners in engineering, procurement, construction, and accounting to ensure projects meet established cost and schedule objectives.
The Specialist develops and implements project control procedures, monitors project performance, and analyzes data to support accurate forecasting and effective project decision‑making.
Education & Experience Requirements
- University degree in a related field.
- 5 to 10 years of progressive experience in project controls, cost engineering, scheduling, or related project support functions.
Key Accountabilities
Provide input into the Project Controls organizational structure and maintain staffing worksheets.Demonstrate a full understanding of overall project scope and objectives.Review project estimates and map them to the control Work Breakdown Structure (WBS).Set up the control WBS and corresponding budgets in SAP.Contribute to the development and maintenance of the project controls plan.Review project schedules, provide input, and maintain a list of key project milestones.Ensure appropriate project funding is in place (e.g., AFE or equivalent approval mechanisms).Review schedule and cost drivers to update project time‑phasing for control budgets and estimate‑to‑complete forecasts.Prepare requisitions for project materials and services.Complete incurred cost reporting and variance analyses.Monitor actual and committed costs against budgets and forecasts.Update cost management systems with time‑phased data, contractor progress information, and project trends.Review project invoices to confirm alignment with incurred costs and contractual expectations.Review contractor cost reports and progress updates; provide input to estimate‑at‑completion forecasts.Apply Earned Value Management principles, rules of credit, and progress measurement methodologies.Track cost performance metrics to identify emerging trends or variances.Interface with project management, engineering, construction, and procurement teams to support forecasting and trend analysis.Prepare detailed project cost reports, performance dashboards, scorecards, and project scans.Maintain the project trend log and ensure timely updates.Participate in HRIM, QRA, and other project review meetings; adjust budgets and forecasts accordingly.Provide support to Senior Project Controls personnel as required.Deliver presentations to management and project leadership.Assist with administrative, financial, and system close‑out activities.Supervision, Performance & Additional Experience
Operates under general supervision with clearly defined tasks and instructions.Works as part of a larger project controls team on major capital projects and may support intermediate staff.Field experience is considered an asset.Experience supporting moderate‑risk capital projects across multiple asset types (e.g., pipelines, facilities, infrastructure) in both development and implementation phases.“AI may be used to screen, assess or select applicants for this position”.
