Position Summary

BCIT’s ITS CIO’s Office is seeking a regular, full-time (1.0 FTE) Director, Enterprise Application Services . This role provides strategic leadership to the Enterprise Application Services function.

Leads modernization and delivery of enterprise business applications, including ERP (Banner), web applications, data management, and quality assurance services.

Develops strategies, plans, and policies to drive strategic initiatives that support achievement of the Institute’s technology and enterprise application goals.

Acts as a strategic advisor to the CIO and collaborates with ITS management team to ensure ITS responsibilities, strategies, goals, and projects are realized.

Develops understanding of Institute’s environment and establishes strategic alliance with senior leaders, schools, and departments to build commitment towards mutually dependent goals.

Assesses ministry mandate(s) to develop plans with partners and builds consensus with a focus on modernization of applications and associated services.

Duties & Responsibilities

KEY ACCOUNTABILITIES :

  • Participates as a member of the CIO’s leadership team, providing input to development of ITS vision, technical roadmaps, and broad over-arching strategies and sharing responsibility for achievements and success.
  • Acts as a strategic advisor to the CIO and collaborates with ITS management team to ensure ITS responsibilities, strategies, goals, and projects are realized.

Delivers reports, presentations, and business cases on technology vision and transformation, challenges, initiatives, and achievements.

Develops strategies, plans, standards, and processes for Enterprise Application Services (EAS), ensuring alignment with broader goals and objectives of the ITS department and the Institute.

Fosters innovation and change by driving out portfolio-related initiatives with a cloud-first approach.

Provides strategic direction to the EAS function, including web applications, application development, data management, and quality assurance.

Establishes necessary technical standards, processes, and metrics to enable transformation of services across BCIT.

Provides direction on strategic planning of new programs and projects and managing existing enterprise applications. Oversees functional and technical aspects of development, implementation, and ongoing maintenance.

Establishes governance standards for secure application development.

Develops understanding of Institute’s environment and establishes strategic alliance with senior leaders, schools, and departments.

Works with cross-functional teams to understand their business needs and mandate and builds consensus with a focus on modernization of legacy applications and associated services.

  • Develops application architectural descriptions, translating business requirements into high-level solution design. Identify opportunities for innovation to address technology debt and cost optimization.
  • Collaborates with sector peers, BCNET, vendors, and technology providers. Engages with vendors to understand the vendor’s product roadmap for enterprise application(s).

Oversees vendor selection processes for new technologies. Monitors vendor performance, contract compliance, and risk mitigation.

Improves quality, consistency, and standardization of master data by owning and delivering a scalable and robust data management solution.

Ensures quality data management, including development of roadmaps, end-to-end lifecycle plans, and capacity management for current and future needs.

  • Oversees the formulation, establishment, and maintenance of web and mobile applications. Defines technical vision for the delivery of these applications and sets strategy and goals across multiple partners and vendors.
  • Establishes service level expectations (SLEs) and key operational metrics to effectively manage EAS, including relationships with vendors and service providers and engaging clients to deliver on current and future needs.

Develops escalation workflow for teams and clients.

  • Directs the performance of the team to meet agreed upon service standards and service level commitments. Manages the operating budget for all projects, ensuring optimal usage of technical and functional resources.
  • Collaborates with IT Cyber Security Office to ensure implementation of necessary monitoring capability and remediation of activities that would identify occurrence of a security event.
  • Manages directly and indirectly reporting staff, overseeing, and participating in selection, coaching, mentoring, development, performance management, and all other people-management practices.

Qualifications

QUALIFICATIONS & REQUIREMENTS :

  • Bachelor’s degree in computer science, information systems, business administration, or other related field (Master’s preferred).
  • Minimum 10 years’ experience in IT and business / industry at progressive levels of responsibility, involving leadership, management of cross-functional teams, and influencing senior level management and key partners.
  • An equivalent combination of education and experience may be considered.
  • Expert knowledge of the concepts, theories, practices, and techniques of application development (SDLC), systems integration, enterprise and application architecture, technology operations, and system lifecycle management.
  • Broad knowledge of current and emerging technologies, technology directions, and strategic application to business needs;

includes familiarity with traditional IT practices, as well as emerging methods such as DevOps, Agile, and Product Management.

  • Advanced business acumen and planning skills, with ability to establish processes and manage achievements against key metrics.
  • Strong skills in budget planning, financial management, and resource management.
  • Excellent oral and written communication skills, including the ability to explain technology solutions in business terms, establish rapport, and persuade others.
  • Strong leadership skills and ability to manage a cross-functional team of reporting leaders and specialists; ability to communicate a vision that inspires and motivates staff.
