Our valued Public Sector client requires a Senior Change Manager to develop a new lean organizational model aligned with GoC policy & strategies.

The current branch contains 4 working groups that need to be realigned and HR expertise is required to evaluate the current state, develop new organizational models and provide strategic approaches to implementation, communication, and change management.

We require an HR / Change Management consultant, who is experienced in digital product delivery, who can best advise on establishing a lean organizational model, and ensures overall sustainability to maximize employee wellbeing and client satisfaction.

Tasks :

  • Conduct Research and Identify HR Issues within the organization :
  • Utilize research methods (e.g., data collection, surveys, stakeholder) to pinpoint problematic situations within the organization.
  • Analyze trends and provide insights to address current HR challenges
  • Report on outcomes of the current status of the organization
  • In collaboration with the HR and Classification teams, develop a new re-aligned organizational mode l :
  • Offer recommendations to the Executive Director in developing a new re-aligned organizational structure that will establish a lean organizational model aligned with GoC polices, procedures and strategies
  • Develop and design the new model, identifying recommended resource allocations, staffing changes, drafting functional work objectives as required
  • Identify risks and mitigations
  • Work collaboratively with HR, LR and Classification team to ensure alignment of strategy to department standards
  • Provide Advice and Recommendations to establish a strategic approach to transition to the new mode l
  • Execute a change management, communications, and engagement strategy
  • Organize team / all staff discussions
  • Track feedback and input and next steps
  • Provide strategic advice on policies and procedures, to develop and implement human resource models , and work on resolving issues
  • Provide regular reporting to the Executive Director and the Director General as required

Must-haves :

  • 3+ years of experience designing organizational models for the Government of Canada
  • 5+ years of Change Management experience
  • 1+ years of Human Resource experience for a Government of Canada department
