This process is an "inventory" which allows you to submit your application over a period of two years. The evaluation of applications will be done continuously and in stages, starting with the validation of experience and education.

Depending on our operational needs, candidates who meet the required experience and education will be contacted to be formally assessed.

Candidates who meet the essential qualifications mentioned below will be included in the pool of partially qualified candidates.

All candidates will be evaluated in order to validate their experience and education, regardless of the date of submission.

A candidate who applies in the first weeks of the opening of this inventory will not have priority over a candidate who applies later.

Duties

SUMMARY OF DUTIES :

Under the supervision of the Assets Manager, the incumbent ensures full provision of expertise and advice related to operations;

preventive maintenance; repairs; and the building and installation of mechanical, electrical, architectural plumbing, refrigeration, heating, ventilation and air conditioning systems in the buildings managed by PSPC, including specialized facilities.

KEY ACTIVITIES :

  • Directs and verifies required maintenance, repairs and replacements following scheduled maintenance inspections and minor fit-up and modification projects in response to client requests.
  • Provides specialized technical advice, offers options and makes recommendations to solve routine or anticipated technical and operational problems relating to the operation of mechanical and electrical facilities, controls and equipment.
  • Plans and directs the implementation of corrective measures carried out by his / her permanent and / or contract employees.
  • Analyses and interprets requests from in-house clientele to add equipment to networks, or to modify electro-mechanical components, and provide technical advice and guidance regarding possible options.
  • Develops plans and schedules to inspect and maintain technical facilities and directs the conduct of building inspections
  • Takes and updates inventories of equipment.
  • Manages a team of multi-disciplinary employees and supervises the delivery of technical services provided by his / her employees and contractors.
  • Assesses health and safety risks to his / her employees and contractors employees as a result of implementing operational, maintenance, repair and construction activities.
  • Follows up on a part of the budget allocated to operations (work and procurement).

Intent of the process

The purpose of this inventory is to establish a pool of partially qualified candidates to staff similar or identical positions of varying duration and with different language and security profiles within the federal public service across Canada.

This inventory could be used during the next few years to fill staffing needs.

EDUCATION :

Diploma of College Studies (DCS) in the field of building mechanics OR an acceptable combination of education, training and experience in the field of operations and maintenance of office buildings, laboratories or special-purpose buildings.

Definition :

Note 1 : The employer-approved alternative to a DCS in building mechanics might be : A secondary school diploma, training in building mechanics and approximately three years of experience in the field of operations and maintenance of office buildings, laboratories or special-purpose buildings.

EXPERIENCE :

1. Experience* in coordinating, directing or supervising internal or external multidisciplinary teams for the operations and maintenance of office and special-purpose buildings.

2. Experience* in planning, executing and quality assurance of work maintenance (corrections, life cycle, preventive) and repairs for all building systems.

3. Experience* in managing small or medium scale projects.

Definition :

Note 1 : The required experience is approximately three years and must be in the field of operations and maintenance of office buildings, laboratories or special-purpose buildings.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

ASSET QUALIFICATIONS - EDUCATION :

Specialized training OR certificate in property management FMA (Facilities Management Administrator), CFM (Certified Facility Manager), etc.).

ASSET QUALIFICATIONS - OCCUPATIONAL CERTIFICATION :

Valid class 4 Power Engineer Certificate.

Class "B" refrigeration license issued by the Province of Quebec.

Qualification card in one or more construction trades.

ASSET QUALIFICATIONS - EXPERIENCE :

Experience* in managing budgets allocated for equipment maintenance and in awarding, tracking and monitoring service contracts performed by private sector businesses.

Experience in using SAP (Systems Applications and Products) or ERP (Enterprise Resource Planning).

Conditions of employment

  • Security clearance : Reliability or secret clearance, depending on the position to be filled.

  • Hold a valid class 5 drivers license.
  • Be available to work overtime on short notice.
  • Wear required clothing and safety equipment.
  • Be available to travel for a few days.
  • Be available according to the rotation schedule established with other technicians.
