Duties

First Nations and Inuit Health Branch (FNIHB), Indigenous Services Canada, is recruiting Registered Nurses to provide quality, evidence-informed nursing services.

The Public Health Support (Surge) Team delivers comprehensive health programs which include promoting, protecting and preserving the health of First Nations populations.

Programs are designed in partnership with community members to promote environments that support good health. The maintenance of cultural competence and the provision of culturally safe care is paramount.

Surge Nurses reduce inequities in healthcare through community engagement and home based wellness campaigns. They provide education and mentorship to strengthen health literacy and improve health system processes.

The Surge Team provides health services to all age groups, including but not limited to :

Public Health

Community outreach and health promotion

Chronic disease, communicable disease and outbreak management

Sexual Health and STBBI programming

Vaccination and well-child clinics

Maternal child health programming

Emergency response to support community health needs in the event of a natural disaster (wildfire, flooding)

Home Care

Case management

Wound and post-operative care

Work environment

Surge Nurses provide relief services and enjoy both autonomous and team-based work in First Nation communities. Depending on operational requirements, Surge Nurses are assigned to work and travel in the various communities across Alberta, which may include remote and isolated posts, located in Treaty 6, 7 and 8.

Intent of the process

A pool of qualified candidates will be established and may be used to staff identical or similar positions at this group and level with various conditions of employment, tenures and in various locations within Alberta.

EDUCATION :

Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in nursing, nursing service administration, nursing education or some other specialty relevant to the position

OCCUPATIONAL CERTIFICATION :

Eligibility for registration as a Registered Nurse in a province or territory of Canada

EXPERIENCE :

Recent* experience as a Registered Nurse providing Public Health or Community Healthcare services in one of the following areas :

Public Health *Includes but not limited to immunizations, sexual health and STBBI programming,

maternal and well-child clinics, community outreach, health promotion, outbreak management

Home Care *Includes but not limited to case management, functional assessments, wound or

post-operative care

Recent* is defined as having at least one year of experience within the last five years

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

ASSET QUALIFICATIONS :

A Masters degree in Nursing or a field related to health

Experience with immunizations such as mass clinics (seasonal influenza, COVID-19), school or well-child clinics

Experience in the treatment and management of Sexually Transmitted Blood Borne Infections (STBBI)

Experience with maternal-child development, post-partum or newborn assessments

Experience in pediatric nursing

Experience in infection control and prevention or Communicable Disease Control (CDC)

Experience in harm reduction processes and procedures

Experience with mental health programs or in providing mental health services

Experience with health emergency management

Experience working in outpost or remote settings

Experience working with Indigenous people or organizations

OPERATIONAL REQUIREMENTS :

Travel in small aircraft, off road vehicles and by boat in varied weather conditions to communities in remote and isolated areas

Willingness to operate a government issued vehicle

Willingness and ability to travel for 14 consecutive days inclusive of weekends

Willingness and ability to work overtime on occasion

Willingness and ability to work overtime in the event of a public health emergency or outbreak

Willingness to relocate to Alberta

Conditions of employment

CONDITIONS OF EMPLOYMENT :

Reliability Status security clearance

Willingness to be assigned to a variety of communities as operationally required

Possession of a valid drivers license

Current BLS certificate, renewed annually

Continuous professional registration, without conditions or restrictions, with the College of Registered Nurses of Alberta

Medical Clearance

i) PRE-PLACEMENT : Category 1 health evaluation + COVID-19 self-screening questionnaire

ii) PERIODIC : Category 3 health evaluation according to the schedule outlined in the Occupational Health Evaluation Standard for First Nations and Inuit Health Branch Nurses Assigned to Isolated Posts in Northern First Nations Communities

iii) For persons proposed for relocation to an isolated post / remote location and who have dependents : a valid Category 1 medical clearance for their dependent(s) in accordance with section 4.

2 of the Isolated Post and Government Housing Directive and Appendix A of the Occupational Health

iv) For persons proposed for relocation to an isolated post / remote location and who have dependents : consent to their dependent(s) to undertake a Category 1 periodic health evaluation in accordance with Appendix A of the Occupational Health Evaluation Standard Schedule
