Job Description

Our Public Sector client in Ottawa, ON is seeking a Bilingual (French / English) Manager, Learning & Development to join their growing team! This is a newly created full-time, permanent opportunity.

Reporting to the Director of Human Resources, this role involves designing learning strategies, managing training programs, and developing employee skills.

Responsibilities include delivering and evaluating various training formats, and acting as a strategic partner for training across departments.

The manager will also ensure compliance with regulatory training requirements and analyze training metrics. Key Responsibilities :

  • Oversee the Learning and Development program to ensure it meets the organization's training requirements.
  • Coordinate and deliver training for employees, ensuring alignment with each position's needs.
  • Ensure adherence to regulatory training requirements and track training data metrics.
  • Conduct research on the latest learning techniques and tools, and build relationships with training providers.
  • Create and execute learning strategies and programs for the Human Resources department.
  • Work with departmental leaders and subject matter experts to identify learning priorities, review current programs, and develop new ones.
  • Establish strong relationships with management and employees to anticipate and meet learning and development needs.
  • Develop, evaluate, coordinate, and deliver various training formats, including instructor-led training, e-learning, workshops, and webinars.
  • Assess employees' performance post-training and implement follow-up initiatives as needed.
  • Maintain and update the HRIS training module content, track employee progress, and generate reports on learning metrics.
  • Perform other duties as assigned.

Qualifications :

  • Fluently bilingual in English and French.
  • Bachelor’s Degree in Human Resources, Organizational Development, Psychology, Adult Education, or a related field. A combination of education and experience may be considered.
  • 5+ years of experience in HR, learning and development, or training.
  • Proficient in Microsoft Office Suite and Learning Management Systems. Familiarity with eLearning platforms.

Assets :

  • Previous experience working with the UKG HRIS.
  • Prior experience within a unionized environment.
