RQ07760 - Scrum Master
This is a contract position for a Scrum Master - Intermediate for our public sector client.
Work location : 595 Bay Street, Toronto
Duration : Seven Months
7.25 hours / day
This is a Hybrid role that requires the candidate to be onsite 3 days of the week (This is a mandatory requirement of the role and is non-negotiable outside of exceptional circumstances.)

Responsibilities
The OPGT is developing PGTIMS , a new Dynamics CE based solution that will modernize OPGT’s legacy applications and systems.
This project requires migrating historical data from the legacy solutions to a new data warehouse / lakehouse, building all the new data assets in the lakehouse and creating new PowerBI reports.
DELIVERABLES :
As a member of the reporting team, you will lead a team of IT professionals in building the new data warehouse / lakehouse and delivering the requisite reporting. You will :
- Lead the story creation and estimation, planning and organization of the project into DevOps, and ensure the on-time / on-budget delivery of the reporting MVP scope.
- Lead the team in following agile delivery principles and ensuring project delivery is monitored and progresses unimpeded.
- Ensure issues are identified, tracked, reported on and resolved in a timely manner.
- Liaise with the product owner and document decisions in DevOps.
- Work in a in a complex, multi-stakeholder environment and facilitate interactions with clients and the project team.
- Manage the product and sprint backlog.
- Other duties as assigned.
The Vendor’s Personnel will also be required to :
- Complete work and achieve milestones within the assigned deadlines.
- Notify the Cluster / Ministry project Manager in writing of any issues or other material concerns related to the Assignment Deliverables, as soon as he / she becomes aware of them.
- Submit Deliverables for the Cluster / Ministry approval as they are completed.
- Comply with the Ontario Government and the Cluster / Ministry security procedures and practices
- Comply with the Ontario Government and the Cluster / Ministry architecture / technology standards and best practices.
- Comply with the Ontario Government and the Cluster / Ministry Conflict of Interest and Confidentiality Guidelines
- Provide knowledge and skill transfer to a designated Cluster / Ministry staff; and
- Comply with the Ontario Government I&IT Directive, Operational Policy on the I&IT Project Gateway Process, and other applicable Guidelines, Standards and Procedures.
Skills
Experience and Skill Set Requirements
The VOR Master Service Agreement which expires on April 5, 2025, leaves some Contracts with funding unassigned for fiscal 2025-26.
If the current statement of work expires on March 31, 2025, the remaining funds can be used to exercise an option to extend the SOW beyond March 31, 2025, based on business case approvals.
Such extensions will be allowable, only if the Master Service Agreement is extended beyond April 5, 2025, and be upon the same terms, conditions, and covenants contained in the SOW.
The start date is subject to change based on security clearances and contract signing timelines.
MANDATORY REQUIREMENTS :
- 5+ year in leading technical teams in a Scrum Master or related role
- Experience leading software development teams in large-scale data warehousing solutions on the Azure cloud ecosystem for data analytics.
SKILLS AND KNOWLEDGE :
- 5+ year in leading technical teams in a Scrum Master or related role; in leading the delivery of software development projects following the agile methodology.
- Deep understanding of Scrum principles : Familiarity with Agile frameworks, including Scrum ceremonies (sprints, stand-ups, retrospectives), roles (Product Owner, Development Team), and artifacts (Product Backlog, Sprint Backlog).
- Expert knowledge of Azure Devops, setting up the proper project structure in DevOps, creating reports, queries, and dashboards
- Experience leading software development teams in large-scale data warehousing solutions in the Azure cloud ecosystem for data analytics.
- Knowledgeable in Data Warehouse / Lakehouse concepts : understanding of data warehousing principles, including data modeling, ETL processes, data integration, and data governance.
- Experience leading software development teams in a Microsoft Dynamics 365 Customer Engagement (CE) and / or Finance and Operations (F&O) environment.
- Project Methodology certifications such as Agile Coach, Scrum Master, Lean Six Sigma Black / Green / Yellow Belt, etc.
CRITERIA :
Criteria 1 - Scrum / Agile Experience
- 5+ year in leading technical teams in a Scrum Master or related role; in leading the delivery of software development projects following the agile methodology.
- Project Methodology certifications such as Agile Coach, Scrum Master, Lean Six Sigma Black / Green / Yellow Belt, etc.
Criteria 2 - Data Warehouse / Data Analytics
Experience leading software development teams in large-scale data warehousing solutions in the Azure cloud ecosystem for data analytics.
Criteria 3 - Dynamics 365 CE and F&O
Experience leading software development teams in a Microsoft Dynamics 365 Customer Engagement (CE) and / or Finance and Operations (F&O) environment
Criteria 4 - Azure DevOps
Demonstrated experience with Azure DevOps in setting up the proper project structure in DevOps, creating reports, queries and dashboards.
Qualifications
5+ year in leading technical teams in a Scrum Master or related role
Experience leading software development teams in large-scale data warehousing solutions on the Azure cloud ecosystem for data analytics.
Nice to have :
