As a Capital Consultant, you will build and maintain strategic capital investment plans and budgets for assigned service areas, applying financial analysis, service-level priorities, and corporate policies to support effective investment decisions. You will support multiyear capital planning by preparing balanced and prioritized investment portfolios, monitoring financial performance, and identifying risks and opportunities within service-level capital programs. You will also administer the Stage Gating process for your service areas, including chairing committee meetings, preparing materials, and presenting financial data to guide timely budget approvals. Primary duties include:
- Lead the development and maintenance of 4-year and 10-year Capital Investment Plans and budgets for tax-supported service areas.
- Apply financial analysis, investment criteria, and corporate financial policies to create prioritized and financially sustainable capital investment portfolios.
- Monitor capital project and portfolio performance for assigned service areas, identifying financial risk and opportunities and initiating adjustments to align with strategic investment priorities and financial parameters.
- Ensure the capital portfolio remains responsive to changing conditions while maintaining alignment with the approved capital investment plan.
- Administer the Stage Gate process for assigned service areas, ensuring that capital investment decisions are informed, documented, and aligned with strategic plans, financial policies, and Council-approved budgets.
- Report on capital investments at the project, portfolio, and service levels; interpret financial data, identify trends or risks, and prepare reports to enable informed decision-making.
Qualifications - A degree in Business, Management, Public Administration, Economics, or related field and at least 5 years of related experience in capital planning, financial analysis, budgeting, or portfolio management.
- Experience applying municipal financial policies, capital budget processes, and investment prioritization frameworks within a public accountability environment is essential.
- Working knowledge of legislation such as the Municipal Government Act (MGA) will be considered an asset.
- A professional designation or master's degree, such as Master of Business Administration (MBA), Professional Engineer (P. Eng.), Project Management Professional (PMP), Chartered Financial Analyst (CFA), or Certified Public Accountant (CPA) will be considered an asset.
- Creative problem-solving skills with the ability to investigate unique and complex variables, and to respond rapidly with customized solutions.
