Position Description

PSSP is currently seeking a full-time, contract (1 year), Evaluation Specialist to work anywhere in Ontario. Reporting to the Manager, Knowledge Mobilization Strategy and Evaluation, this role will support and lead a variety of complex evaluation projects in the Knowledge Mobilization portfolio, and across various initiatives within PSSP.

They will be able to work independently as well as with a diverse team. The Evaluation Specialist will be committed to being respectful, ethical, culturally-responsive, and mindful of necessary practices related to evaluation.

The successful candidate will have a proven record of accomplishment in evaluation within mental health and addiction initiatives and / or community development work and a strong background in quantitative, qualitative and mixed methods evaluation methods, tools, frameworks and reporting.

This role requires strong communication and teamwork skills, to enable productive, ongoing collaboration with a diverse group of individuals across multiple roles and departments at PSSP / CAMH as well as with external partners and collaborators.

Responsibilities

The Evaluation Specialist :

  • Works closely with the Manager of KMb Strategy and Evaluation to provide expertise and support to diverse evaluation projects.
  • Provides expertise and supports complex, highly integrated, evaluation-focused collaboration initiatives across PSSP, within CAMH, and with external partners.
  • Draws on professional expertise and judgement to apply appropriate analytical models, frameworks and methodologies to evaluation questions and program needs.
  • Develops or adapts research and evaluation methods and tools (e.g. surveys, interview guides), and techniques based on best practices and innovations.
  • Provides expertise in quality assurance processes, coding, data analysis and data visualization
  • Works with project leads and KMb management team to synthesize complex or competing evaluation needs and to help develop scopes of work, work plans, timelines and business cases.
  • Communicates complex information to diverse audiences including senior leaders, policy makers, researchers, physicians, staff, patients, and community partners.
  • Supports monitoring of projects, effectively identifying and addressing potential problems, risks, issues, conflicts, and impacts in consultation with manager and consultant
  • Supports the KMb team, Evaluation team, and Operations team in developing, maintaining, and completing project reporting and reporting-related deliverables as per Ministry, OH / CoE, and / or CAMH requirements.
  • Facilitates meetings and engagement sessions with teams and stakeholders to develop appropriate risk responses through mitigation and contingency planning.
  • Prepares evaluation materials and communications for sharing with different audiences (e.g., information letters / emails, consent forms, evaluation tools, reports, and presentations)
  • Builds relationships based on a shared vision and goals for the work and the people involved in a project.
  • Promotes the use of continuous quality improvement as an essential component of evaluation practice and seeks opportunities to contribute to the emerging body of knowledge / evidence in evaluation (e.

g. submission of peer-reviewed journal articles; development of, and participation in grants).

Qualifications and Requirements

The successful candidate will have :

  • Master’s degree in Health Services, Social Services with three (3) years’ related experience in a healthcare research, evaluation or education environment.
  • Experience developing, managing and conducting different types of evaluations in a variety of settings is essential
  • Extensive knowledge of evaluation and research theories, principles, practices and methodologies and relevant working experience in planning and implementing qualitative and quantitative knowledge mobilization evaluation projects.
  • Strong technical and analytic skills with the ability to integrate data across diverse quantitative and qualitative sources
  • Experience or training in working on institutional-level knowledge mobilization and evaluation initiatives is an asset.
  • Experience using data visualization tools, maintaining dashboards and preparing reports
  • Ability to patiently and confidently navigate challenges inherent in working with diverse stakeholders and dynamic, complex projects.

Strong facilitation, time management, and stakeholder engagement skills.

  • Extensive content expertise in evaluation and a proven track record of applying project management principles and methodologies to support project implementation.
  • Excellent writing skills with ability to translate findings for stakeholders from various backgrounds.
  • Excellent ability to collaborate; effectiveness at building strong internal / external relationships, networks and partnerships, while managing stakeholder expectations and risks.
  • Ability to think strategically, and link scale and spread of initiatives to measurable outcomes.
  • Understanding of innovation methodologies and their potential application to KMb work.
  • Excellent interpersonal and communication skills coupled with the ability to work effectively as part of a team.
  • Fluency with at least one statistical package from among SPSS, SAS or STATA and experience with qualitative software (e.

g., NVIVO) are required.

  • Strong written and verbal communication skills.
  • Excellent organizational, time management and prioritization skills.
  • Excellent computer literacy.
  • Academic or applied experience with program evaluation is an asset.
  • Bilingualism (French / English) and / or proficiency in a second language is an asset.
