Role Overview :
We are seeking an experienced Service Owner to support a large-scale Land Titles Registry Modernization initiative. This role will be instrumental in replacing legacy systems with modern, cloud-based digital services using agile delivery practices.
The ideal candidate is process-oriented, data-driven, and experienced in requirements gathering, analytics, reporting, and stakeholder engagement, with a strong focus on delivering user-centric digital solutions.
Key Responsibilities :
1. Digital Service Delivery & Product Oversight
Lead product teams from discovery through design, testing, and implementation
Redesign operational processes to support new digital services
Define acceptance criteria and oversee User Acceptance Testing (UAT)
Prioritize requirements based on business value, risk, and feasibility
Resolve scope trade-offs in coordination with business stakeholders
Identify barriers to change and recommend mitigation strategies, including policy and operational considerations
Support evaluation and reporting on operational efficiency, outcomes, and cost savings
2. User-Centered Research & Experience
Support user research activities to identify and prioritize service modernization opportunities
Focus on improving client and employee experience
Provide insights and recommendations to senior leadership and governance groups
3. Legacy System Modernization
Support development of strategic product roadmaps for long-term sustainability
Collaborate with technology partners to deliver incremental value
Conduct gap analysis and recommend strategies for replacing high-risk legacy systems
4. Agile & Digital Delivery Leadership
Champion Agile and digital-first methodologies
Lead product demonstrations and stakeholder presentations
Track and report on product progress, timelines, and delivery metrics
Advocate for operational changes required to support digitization initiatives
5. Data, Reporting & Analytics
Define a clear data and reporting vision aligned with business objectives
Identify KPIs, metrics, dashboards, and reporting needs
Translate business requirements into user stories for data and analytics teams
Ensure compliance with data governance, privacy, and regulatory standards
Requirements
Required Qualifications :
Proven experience working in Agile (SCRUM) or Hybrid delivery environments
Strong background in data, analytics, reporting, and gap analysis
Experience leading product teams and delivering digital services
Ability to interpret and apply complex legislation, regulations, and policies
Hands-on experience with tools such as JIRA
Strong stakeholder engagement and communication skills
Ability to work independently and collaboratively in a results-driven environment
Project management experience in digital transformation initiatives
