Position Overview
The City of Lethbridge is seeking a strategic and dynamic leader to fill the role of Manager, Labour Relations and Compensation within our People and Culture department. This position plays a key role in ensuring our labour relations and compensation strategies align with our corporate vision, strategic objectives, and commitment to fostering a high performing, engaged workforce.
In this unique dual role, the Manager will oversee labour relations, compensation, payroll, and time and labour functions, ensuring these areas effectively support the City’s operational and strategic goals. Leading a team of dedicated professionals, the Manager will drive best practices, compliance, and innovation in both portfolios while fostering productive relationships with union representatives and key stakeholders.
Key Responsibilities
Labour Relations :
Lead and manage the City's labour relations strategy, ensuring alignment with corporate goals and operational needs.
Serve as the City's chief negotiator in collective bargaining, developing and executing bargaining strategies.
Provide expert advice on the interpretation and application of collective agreements, employment legislation, and workplace policies.
In partnership with the City’s Legal Division, represent the City in grievance handling, arbitrations, and other formal dispute resolution processes.
Collaborate with Directors, General Managers and the City’s Labour Negotiations Advisory Committee to develop proactive labour relations strategies that support a positive and engaged workforce.
Compensation & Payroll :
Oversee and provide strategic direction on the City's compensation and job evaluation strategy, ensuring fair, competitive, and equitable pay structures.
Conduct job evaluations, market analysis, and compensation benchmarking to support pay decisions and ensure compliance with internal policies and external legal requirements.
Provide strategic guidance on pay equity, market analysis, salary administration, and classification structures.
Ensure payroll and time and labour functions operate effectively, ensuring accuracy, compliance, and efficiency in processes.
Lead compensation-related projects, including salary structure reviews, incentive programs, and workforce planning initiatives.
Leadership & Strategic Planning :
Lead a team of professionals in the areas of labour relations, compensation, payroll, and time and labour, ensuring high performance and continuous development.
Provide expert guidance and dedicated support within a cross-functional team to internal partners on labour relations and compensation matters.
Mitigate risks associated with labour relations challenges while optimizing resources to achieve corporate and operational objectives.
Stay informed on emerging trends, legislative changes, and best practices in both labour relations and compensation to ensure continued excellence and compliance.
Qualifications & Experience
Bachelor’s degree in Human Resources, Law, Business Administration, or a related field. Relevant professional designation (e.g., CPHR, CCP, LLB) is an asset.
Minimum of 10-15 years of progressive experience in labour relations and / or compensation, including leadership experience.
Demonstrated experience in collective bargaining, grievance handling, arbitration, and dispute resolution.
Strong knowledge of compensation principles, pay equity, job evaluation methodologies, and market analysis.
Proven ability to develop and implement strategic programs that align with corporate goals.
Experience working in a municipal government or public sector environment is preferred.
Exceptional communication, negotiation, and leadership skills.
Strong analytical and problem-solving abilities with a strategic mindset.
