The role will lead the execution and continuous improvement of the Human Resources recruitment strategy.This role is a great fit for someone who enjoys working on a variety of duties simultaneously, is excited about bringing new ideas and rolling out new HR trends and initiatives in the area of recruitment and talent acquisition. The successful candidate will be able to learn about the Board's values and work independently. This person will have a strong work ethic demonstrating pride in, and accountability for, the quality of their work.Responsibilities Include : Develop and implement targeted recruitment strategies to address critical staff shortages as well as other difficult to fill positions focusing on attracting and retaining qualified candidates.Develop and implement outreach strategies targeting a range of educational institutions (universities, colleges, and specialized programs), diverse communities, and underrepresented groups to expand and diversify the candidate pool.Employ creative methods such as social media, employee referrals, and niche job boards to reach a wider pool of qualified candidates.Utilize innovative techniques to reduce time-to-hire and improve the candidate experience, ensuring the organization remains competitive in attracting top talent.Monitor and analyze recruitment metrics, providing regular progress reports to leadership on hiring targets and overall recruitment effectiveness.Facilitate the University / College Job Fair process along with other promotional and hiring events, and act as an ambassador for the organization.Develop and maintain partnerships with different organizations and groups throughout the Ottawa area to attract diverse and talented individuals.Work directly with the HR team and hiring Managers to determine hiring goals and priorities.In collaboration with the Communications dept. plan, develop, and implement promotional strategies and marketing campaigns to boost organizational awareness and increase hiring success.Monitor the effectiveness of promotional campaigns and implement program / process improvements.Plan and manage recruitment budget.Utilize different analytical tools to measure the impact on fill rates and candidate success to improve future promotional strategies.Research market conditions and demands understanding competitors, to examine potential opportunities for recruitment.Promote the student / coop / placement program at the OCSB as a way of attracting future employees in the early stages of career planning.Facilitate and manage Board events such as job fairs, interview nights, information events, etc.Design and implement strategies to enhance the candidate experience.Streamline the application process, providing timely and transparent communication, and ensure a positive impression of the Board’s brand throughout all stages of recruitment.Participate on various committees, both in HR and for client initiatives.Perform other related duties as assigned.Required Qualifications : Diploma or degree in a relevant area (human resources, communication, business administration, psychology, industrial relations, sociology, marketing, etc).5+ years directly related talent outreach experience.Practical understanding of promotional strategies and candidate engagement trends.Creativity, analytical thinking, and project management skills.Experience designing, developing and delivering presentations.Superior communication skills.Effective time management and ability to prioritize multiple tasks and deadlines.Proficient with Google Suite (Gmail, Forms, Sheets, Drive, etc.).The following would be considered an asset : CHRP or equivalent designation.Established partnerships and relationships with communities.This is a full-time permanent position with an annual salary range of $92,779 - $100,637. The anticipated start date of the assignment will be as soon as the recruitment process has been completed.
