Role OverviewUpstaff Employment Services is seeking an experienced
CA Gen Programmer / Programmer Analyst to support the
Client Service Delivery System (CSDS)—a critical legacy case management system used by Mental Health, Addictions, and Public Health programs.
The selected candidate will be responsible for
application development, maintenance, enhancement, and operational support, working closely with SNB’s Health Application Services team. The role includes both
steady-state support and project-based initiatives, ensuring system performance, security, and continuous improvement.
Requirements
Key Responsibilities / Deliverables- Maintain and enhance the CSDS application based on business needs
- Develop and maintain PL/SQL packages, including bug fixes and new functionality
- Support and maintain Java-based applications
- Perform unit, functional, and regression testing
- Develop SQL queries, views, stored procedures, and triggers
- Participate in system analysis, design, development, integration, and implementation
- Create and maintain technical and functional documentation
- Ensure secure coding practices and compliance with standards
- Contribute to UI/UX improvements
- Support performance optimization initiatives
- Participate in team practices and service improvement efforts
- Provide user support and troubleshooting
- Work on third-party upgrades and system enhancements
Mandatory Requirements (M1–M5)Candidates
must meet all of the following to be considered:
- M1: University degree in Computer Science or a related discipline (or equivalent combination of education and experience)
- M2: Minimum 8 years of application programming and analysis experience
- M3: Strong English communication skills (verbal and written)
- M4: Minimum 3 years of experience with CA Gen (version 8.5 or higher)
- M5: Ability to start onsite in Fredericton as required

- S1: 5+ years in full SDLC – developing, documenting, coding, testing, and implementing technical solutions
- S2: 2+ years of experience with Java / C++ and Struts Framework
- S3: 5+ years with IT service management processes (incident, change, release management)
- S4: 3+ years of experience with SSRS (SQL Server Reporting Services)
- S5: 2+ years working in UNIX/Linux environments
- S6: 5+ years of experience with databases (Oracle and SQL Server)
- S7: 3+ years of experience with Visual Studio 2019 or higher
- S8: 1+ year of experience in public sector healthcare systems (preferably Canadian context)
Work Environment & Additional Details- Onsite presence required in Fredericton, NB (hybrid may be considered)
- Minimal travel required
- Occasional after-hours or weekend work (pre-approved)
- Equipment will be provided by SNB
- Must comply with government health and safety policies
