Qualifications : Essential :
- A professional accounting designation (CPA, CA, CGA, CMA, international designations) in good standing, or post-secondary education and enrolment in the CPA PEP program with supplementary accounting experience
- Experience interpreting and applying accounting and financial processes, statutes, regulations, and policies. Includes applying General Accepted Accounting Principles (GAAP)
- Experience assessing and evaluating accounting policies and practices, financial budgeting, and / or reporting practices / formats
- Ability to understand and apply complex accounting policy and practice pronouncements contained in the Public Sector Accounting Board (PSAB) Handbook
- Experience in applying strong professional judgment with superior analytical and problem-solving skills
- Experience and proficiency using Excel and an accounting system
- Strong organizational and time management skills with the ability to manage conflicting priorities and meet strict deadlines
- Strong interpersonal skills including the ability to build relationships with a variety of internal and external stakeholders
- Strong verbal communication skills including the ability to give presentations
- Strong written communication skills
Desired :
- Knowledge and use of the accounting information system SAP - navigating, reporting and execution of transactions
- Knowledge of Province of Manitoba financial management policies and practices as set out in the Financial Administration Manual, The Financial Administration Act and the General Manual of Administration
Duties : The Senior Accountant is responsible for ensuring the accurate and timely preparation of Crown entities’ financial information into the Province’s quarterly and annual financial statements.
This position represents the Office of the Provincial Comptroller at all working group meetings and provides direction, training, and advice to Departments and entities in their assigned Ministry(ies) to ensure their accounting and reporting systems enable them to meet all PSAB reporting requirements.
The Senior Accountant has primary responsibility for reviewing, improving, and maintaining the annual report request and associated schedules sent to all Crown entities as part of the annual Public Accounts process.
This position has primary responsibility for reviewing, improving, and maintaining all Excel worksheets associated with the collection of crown entity data for the annual Public Accounts.
Responsibilities of this position also include maintaining expert knowledge of PSAB reporting requirements and ensuring all Ministry contacts are aware of these requirements.
This position is responsible to review, assess and make recommendations concerning accounting policies and practices vis-à-vis PSAB Handbook and the Province, and preparation of pro-forma quarterly statements, annual statements, and budgets for historical and / or planning purposes.
The Senior Accountant also participates in a public accounts team to address issues of primary concern, on-going accounting requirements, and participation on various projects relating to the consolidation process.
