Tangible Capital Asset Analyst

The City of White Rock is a unique, ocean-side community of 22,000 citizens known for its sunny weather, expansive beach, historic pier, delightful restaurants, and sense of community.

The City is located half an hour south of Vancouver on the shore of Semiahmoo Bay.

Position Overview

The Financial Services Department seeks a Tangible Capital Asset Analyst who is a self-motivated individual to join their department.

This is a complex role requiring extensive knowledge of PSAB accounting guidelines for capital assets. The responsibilities include analysis and control of tangible capital asset valuation and amortization, including asset retirement obligations and contaminated sites, as well management of the city’s property insurance program.

The successful candidate will advise asset owners in the review and analysis of tangible capital asset accounting and related amortization practices and identify transactions that impact capital asset valuation;

ensures compliance with city capital asset policy and maintains support documentation reports and records. You will bring considerable independent judgement and exercise it within established guidelines while unusual or policy problems are discussed with a superior who reviews work for accuracy, effectiveness and conformance with city tangible capital asset accounting practices and regulations, as well as PSAB.

This position reports to the Manager, Budgets and Accounting.

Requirements

  • Considerable knowledge of the accounting principles, practices, rules, regulations, and procedures governing municipal tangible capital asset valuation and amortization, including asset retirement obligations and contaminated sites.
  • Sound knowledge of the applicable department functions, practices, and systems and procedures related to the work.
  • Sounds knowledge of municipal property insurance requirements, including assessing needs, negotiating coverage, monitoring premiums, and ensuring adequate protection for municipal assets.
  • Sound knowledge of asset management software and accounting systems related to the work.
  • Ability to analyze and interpret various accounting and purchasing information and data, and to determine the impact on tangible capital asset valuation and related matters.
  • Proficiency in accounting software and Microsoft Office Suite, especially Excel.
  • Ability to prepare a variety of financial reports, statements and working papers related to the work.
  • Strong analytical and problem-solving skills.
  • Attention to detail and accuracy in reporting.
  • Ability to assist in developing, organizing, and maintaining comprehensive tangible capital asset valuation procedures.
  • Ability to establish and maintain effective working relationships with all levels of staff and a variety of contacts, and to provide and obtain information related to the work.
  • Ability to work independently and part of a team.

Qualifications

Completion of the 12th grade, a diploma in a recognized accounting program or completion of the third year of a recognized accounting designation (CPA), plus 7 years of sound related experience or an equivalent combination of both training and experience.

You will also hold a valid BC Driver's License. This is a unionized position a comprehensive benefits package and hourly rate of $42.
