Reporting to the General Manager, Community Safety, the Manager, Intervention Support is responsible for the coordination and implementation of the City’s response to assist unhoused community members with intervention strategies and support services through a trauma informed approach. The incumbent provides leadership, direction and guidance to a team of intervention and support workers, and participates in the work by attending to the more complex, contentious and multifaceted cases and following through on their resolution.

Further duties include providing direction and day‑to‑day guidance to staff members including training and recruitment; establishing and maintaining effective relationships with a wide variety of internal and external contacts; representing the department at internal and external meetings; developing trusted relationships with the City’s unhoused individuals to ensure voluntary compliance with by‑laws, and transition to traditional housing; preparing and maintaining various records, reports, correspondence, data and assessments and presenting updates and recommendations to Senior Management and Council. Performs related work as required.

Qualifications include a Bachelor’s degree in social work or a related discipline and 5 years of related experience in community service, program management and supervision, or an equivalent combination of education, training and experience. This position requires considerable knowledge of the methods, practices and techniques of providing intervention assistance and support services to the homeless, including trauma informed care and approach, and social and medical services requirements of unhoused persons; services available through community agencies and organizations; the rules, bylaws, statutes, regulations, policies and procedures governing the work; social safety challenges related to the work; program management procedures, principles and practices. A valid Driver’s Licence for the Province of British Columbia and Occupational First Aid Level 1 are required for this position. Please note that a Police Information Check may be required for this position.

This role also requires the ability :

  • Manage, implement, and coordinate an intervention and support services program; recommend policy changes as needed.
  • Provide direction and guidance to staff; hire, train, assign, supervise and evaluate the work of subordinates.
  • Establish and maintain effective working relationships with unhoused individuals and a wide variety of internal and external contacts including service providers and community groups.
  • Resolve conflicts and exercise sound judgment in interpreting the law; make decisions in accordance with rules, regulations, policies and procedures, with tact, impartiality and compassion.
  • Communicate effectively verbally and in writing; prepare and present to Council and committees.
  • Prepare and monitor the operating budget.
  • Prepare and maintain a variety of complex reports, correspondence, statistics and documentation related to the work.
  • Work outside in all types of weather, to walk long distances and to climb stairs and lift heavy objects.
