Job Summary
Plan, organize, implement, monitor and supervise a team of professionals in the administration of all roadway and related infrastructure contracts and contracted services, valued in excess of 40 M annually.
Supervise the effective repair and maintenance of municipal roadways, bridges, storm sewers and watercourse infrastructure as well as the procurement and administration of seasonal winter control, spring / summer sweep, leaf vacuum collection program and supply of construction as well as road building materials.
Provides support and assistance to internal and external stakeholders, including Mayor and Council.
Duties and Responsibilities
- Supervises the administration of maintenance and operations services contracts including establishing objectives and priorities to develop and monitor annual work programs and projects;
- Determine need, program repairs and forecast maintenance needs to maintain roadway and related infrastructure in a state of good repair;
- Communicate status on maintenance program deliverables, budgets and performance metrics;
- Provides direction and guidance to a team of unionized professionals in the administration of various maintenance contracts, valued in excess of 40 M;
- Supports staff with contract administration including trouble-shooting difficult issues, service requests, etc.;
- Ensures accuracy and recommend approval of payment certificates, payment requisitions, invoices and extra work orders for services provided on contracts and / or material purchases;
- Identify trends and make recommendations regarding budget needs;
- Set contract services standards and guidelines, ensuring the effective delivery of services;
- Monitors and reports on contractor performance;
- Take necessary action in performance management of contractors on issues with significant impacts to the contract;
- Develops, recommends, and implements new and / or revised maintenance standards, methodologies, levels of service, policies and procedures with a commitment to continuous improvement and adoption of best practices;
- Collaborates with colleagues from various Divisions and Departments for matters related to maintenance programs;
- Ensures the appropriate tracking, reporting, record keeping and documentation of all maintenance and operations services contracts;
- Provides documentation and evidence to support the City’s risk management, insurance and legal efforts;
- Recruit, train, supervise and coach staff including labour relations responsibilities;
- Participate in unscheduled / special event / emergency / weather-related situations and winter maintenance supervision;
- Ensure all work is performed in accordance with Council approved service levels and best practices, and in compliance with internal City policies and agreements, (e.
- g. workplace violence, harassment, standards of behaviour, Collective Agreement) and provincial legislation (e.g. Occupational Health and Safety Act, Highway Traffic Act, Employment Standards Act, Minimum Maintenance Standards);
- Provide input and / or develop standard operating procedures, tailgate topics, maintenance contract specifications and winter orientation;
- Maintain the Cost Control Procedures Manual for the section;
- Ensure timely investigation, response, and resolution to complaints received from the public, Mayor and Council;
- Ensure compliance with all occupational health and safety standards and procedures;
- Represent the Works Maintenance at various internal and external meetings or committees.
Skills and Qualifications
- Successful completion of a Civil Engineering program from a Community College
- Certified Engineering Technologist (C.E.T.) with OACETT
- 5 years related contract administration experience in a municipal roads maintenance and operations environment 3 years related supervisory experience in a municipal roads environment
- Additional courses in : Contract Law, Project Management, Public Administration and Health and Safety are an asset
- Must have demonstrated ability to plan, administer and monitor maintenance contracts and have sound understanding of budget monitoring functions
- Must have strong computer skills / aptitude in office and other software (i.e. Excel, Word, Hansen, SAP, AVL software)
- Demonstrated leadership skills and ability to provide guidance and direction to professional staff while motivating and fostering a strong team
- Excellent verbal communication and interpersonal skills to effectively deal with residents, contractors, developers, utility companies and external agencies
- Demonstrated tact and diplomacy when dealing with the public and elected officials
- Effective decision making and problem solving skills with the ability to determine an effective course of action that drives progression
- Strong organizational skills with the ability to manage multiple competing tasks
- Demonstrated competency in leadership, accountability, customer service, continuous improvement and City's core values - trust, quality and excellence
- A current valid driver's license, possession of clean driving record and use of a reliable vehicle.
Hourly Rate / Salary : $ 94,982.00 - $ 126,643.00
