Position Summary
LENDING SERVICES LEAD (2 POSITIONS)
Reporting to the Director, Lending Services, the Lending Services Lead provides leadership in designing and developing financial and development risk analysis in the areas of financial modelling and analysis, development feasibility, capital sourcing, and business case and legal support for housing development and redevelopment projects. The role includes reviewing mortgage documentation for Development and Asset Strategies, Building Envelope Repair projects, and Provincial Infrastructure Grant Projects; evaluating feasibility and risk; leading negotiations with partners, housing providers, municipalities, developers and others to ensure projects are structured properly and financially viable with appropriate capital structure and sourcing; coordinating with Mortgage Administration and Development and Asset Strategies staff regarding construction lending, mortgage financing and legal administration services; monitoring risk throughout the project life cycle and recommending mitigation strategies; and developing risk management methodologies, processes, models, and systems to facilitate ongoing risk identification, evaluation, monitoring and mitigation for the Commission.
Responsibilities
Lead the design and development of financial and development risk analyses, including financial modelling, development feasibility, capital sourcing, and business case support for housing projects.Review mortgage documentation for Development and Asset Strategies, Building Envelope Repair projects, and Provincial Infrastructure Grant Projects.Evaluate project feasibility and risk; develop strategies for mitigation of ownership, funding, security adequacy and financial risks.Lead negotiations with partners, housing providers, municipalities, developers and others to ensure proper structuring and financial viability.Collaborate with Mortgage Administration and Development and Asset Strategies staff on construction lending, mortgage financing and legal administration services; monitor risk changes and propose risk-reduction strategies.Develop and contribute to risk management methodologies, processes, models and systems for ongoing risk identification, evaluation, monitoring and mitigation.Candidate Profile
Education & Experience
Bachelor’s degree in Business Administration, Urban Land Economics, or other relevant discipline.Extensive experience in commercial / multi-unit CMHC insured and uninsured construction underwriting and redevelopment projects.Or an equivalent combination of education, training, and experience acceptable to the Employer.Knowledge, Skills and Abilities
Extensive knowledge of structuring and financing social housing and market rental developments involving multiple partners.Knowledge of risk modelling and ability to assess risk and develop a comprehensive risk profile for each project.Ability to learn and apply departmental policies, procedures, mandate and programs.Team-oriented with ability to facilitate creative thinking on development properties, ownership forms, financing structures, and risk mitigation.Ability to establish rapport with DAS staff, housing development partners and stakeholders.Ability to analyze complex financial statements and make informed decisions quickly.Ability to lead, coach and motivate staff in a team setting.Excellent organizational, research, analytical and problem-solving skills; strong written and verbal communication; and strong consultative, facilitation, leadership and interpersonal skills.Indigenous Outreach
