POSITION SUMMARY:

The Vice President, Development is a pivotal executive team member responsible for shaping and executing Milestones national growth strategy. This leader drives revenue generation and deepens market presence across core business lines - environmental remediation, civil infrastructure, water management, and decommissioning - and cultivates strategic partnerships, including Indigenous relationships, to advance Milestones vision and values.

VP, Development oversees an integrated national function that brings together Business Development & Sales, Marketing & Communications, Special Projects, and Acquisitions. With a clear focus on aligning market opportunity with operational capacity, this role transforms data-driven insights into measurable growth outcomes.

RESPONSIBILITIES:


1. National Strategy & Market Leadership

Develop and execute a national business development strategy in line with Milestones corporate objectives.
Identify and act on emerging market trends, regulatory changes, and high-potential opportunities.
Prioritize investment in strategic markets and partnerships, ensuring sustainable and diversified growth.
Champion data-driven decision-making, innovation, and continuous improvement.

2. Sales, Revenue Operations & Pipeline Management
Lead full-cycle sales execution across commercial, government, and residential/custom markets.
Oversee national opportunity pipeline using CRM tools (e.g., Pipedrive) to ensure accuracy and forecasting integrity.
Integrate digital sales enablement tools and analytics dashboards to enhance visibility and performance.
Set and manage national revenue targets, conversion metrics, and ROI on business development initiatives.
Govern pursuit strategies, bid/no-bid decisions, and strategic proposal approvals.
Lead negotiation and contract lifecycle management, ensuring alignment with delivery capabilities and client expectations.

3. Strategic Partnerships & Client Success
Develop and maintain executive-level relationships with key clients, Indigenous partners, consultants, and industry leaders.
Direct national key account strategies and high-value pursuit plans.
Represent Milestone at industry events, forums, and strategic briefings.
Champion a client success framework, including proactive engagement and structured feedback loops to secure recurring business; ensure Milestone is represented.

4. Indigenous Engagement & Reconciliation
Champion Indigenous engagement strategies aligned with reconciliation principles and economic development.
Partner closely with the Director of Indigenous Relations to embed Indigenous priorities into business development activities and procurement initiatives.

5. Marketing, Brand & Communications Leadership
Oversee national marketing strategy, brand positioning, and digital presence to set up our brand for success and growth in core current sectors, as well as new and emerging areas, geographies and sectors.
Lead integrated campaigns, client communications, and thought leadership efforts.
Ensure alignment between marketing, sales, and corporate messaging to maximize market engagement.

6. Special Projects & Strategic Initiatives
Sponsor transformative initiatives such as market entry, digital service innovation, ESG integration, and M&A exploration.
Collaborate cross-functionally to test and scale new delivery models and partnerships.
Leverage market intelligence to shape corporate strategy and innovation cycles.

7. Team Leadership & Development
Inspire, lead, and develop a high-performing national Business Development team.
Establish KPIs, accountability frameworks, and regular CRM-driven reporting to track performance.
Foster a culture of excellence, learning, and innovation.
Manage succession planning, talent development, and BD budget forecasting.

8. Performance Management & Internal Alignment

Act as a strategic connector between business development, operations, marketing, and executive leadership.
Ensure BD activities reflect operational capacity and regional market intelligence.
Provide regular reporting to the executive team on pipeline status, revenue forecasts, and market insights.
Adapt strategies based on performance data and evolving corporate priorities.

9. Key Performance Indicators (KPIs):

National revenue growth and margin contribution.
Quality and conversion rate of the opportunity pipeline.
Strategic client acquisition and key account development.
Regional BD team performance, retention, and engagement.
Performance, engagement, and retention of the national BD team.
Indigenous partnership initiatives aligned with national strategy.
ROI on BD and marketing investments.


HEALTH AND SAFETY:

Reads, understands, and follows MECIs Corporate Health and Safety Program, Policy, and Procedures. Ensures that health and safety is considered in the performance of all activities, both on and off the job. Participation in Health & Safety initiatives will be monitored and reviewed as necessary.


QUALIFICATIONS & EXPERIENCE:

  • Bachelors degree in Business, Engineering, Environmental Science, or related discipline; MBA preferred.
  • 15+ years in business development, including 7+ years in a national or executive leadership role.
  • Demonstrated success leading large, multi-regional BD teams within construction, infrastructure, or environmental services sectors.
  • Deep understanding of Indigenous engagement best practices and Canadian regulatory environments.
  • Trusted and proven track record of winning major pursuits and forming strategic partnerships.

Knowledge, Skills, and Abilities:

  • Visionary leader with the ability to translate strategy into execution.
  • Exceptional interpersonal and communication skills with executive-level gravitas.
  • Data- and outcomes-driven; able to use insights to guide decisions and actions.
  • Deep knowledge of Canadian market dynamics and Indigenous relations.
  • Aligned with Milestones values of respect, partnership, environmental stewardship, and community impact.

WORK ENVIRONMENT:

  • Work is based National out of any major Milestone office (Langley BC or Cambridge ON).
  • Willingness and ability to travel approximately 25-50% of time as required across operating locations and emerging areas, geographies and sectors.
