The Tlaamin Nation is a modern, forward thinking, self-governing nation located on the beautiful upper Sunshine Coast (qathet Region).


Position Summary

Job Type: Full-time, permanent

Hours of Work: 8:30 am 4:30 pm, Monday Friday

Reporting to: Chief Administrative Officer

Reporting to the Chief Administrative Officer and serving as a member of the Senior Management Team, the Chief Operations Officer (COO) plays a key role translating strategic direction into operational execution. The COO is responsible for strengthening organizational systems and ensuring that programs and services are responsive to community needs and aligned with the Comprehensive Nation Plan. The COO provides executive oversight of assigned departments, fosters collaboration across departments and promotes continuous improvement in service delivery and organizational effectiveness. The COO serves as the Acting Chief Administrative Officer in the absence of the CAO ensuring leadership continuity and operational stability.

Key Responsibilities

Performs all duties and responsibilities in accordance with Tlaamin policies, standards, practices and procedures as directed by the CAO. Maintains confidentiality as required pertaining to members, clients, employees and general matters of the Nation.

Leadership and Operations

  • Oversees the following departments and functions: Lands and Resources, Public Works & Capital Infrastructure, Housing, Fire and Emergency Management, and Building Inspection.
  • Supports the CAO in overseeing other community facing departments, including Health, Education, and Community Services.
  • Supports core government administrative services in Human Resources, Finance, Communications, Legislative Services and Government Relations, and Information Technology.
  • Guides departments in operationalizing and implementing tms knmn
    and other strategic initiatives set by the Tlaamin Nation Executive Council.
  • Works with the CAO and the Senior Management Team to develop key performance indicators for organizational and departmental performance. Monitors and evaluates departmental performance to ensure goals and objectives are being met.
  • Ensures that effective policies are developed, implemented and followed with regard to programs, services and operations.
  • In collaboration with the CAO, advises Executive Council with regards to solutions for issues facing program and service delivery initiatives.
  • Leads a team of business analysts to map business processes, identify process inefficiencies and recommend improvements, and develop and maintain standardized procedure manuals for key programs and policies.
  • Collaborates with the Senior Management Team to develop and implement change management approaches for cross-organizational plans, major projects, process expectations, and technology adoption.
  • Hires, orients, manages and mentors direct reports.
  • Guides and supports decision making relating to programs, services and work plans.
  • Communicates effectively about the Nations direction and goals regarding programs and services.
  • Ensures clarity of management and staff roles and responsibilities.
  • Assesses organizational capacity and works with the CAO and HR Director to develop and implement plans to strengthen overall capacity. Ensures departments have the capacity to achieve their goals and that staff have the tools, training and resources they need.
  • Provides oversight of departmental financial performance working with Directors to monitor budgets, identify emerging risks or pressures and ensure alignment with approved plans, policies and strategic priorities.
  • Serves as a resource to the Senior Management Team and serves as the Acting CAO in the absence of the CAO.

Community Relations

  • Builds and maintains positive relationships with Tlaamin Nation members and citizens. Assists members and responds to their inquiries and requests or delegates as appropriate to ensure members receive timely responses.
  • Ensures effective community engagement and communication.

External Relations

  • Working with the CAO and Senior Management Team, manages strategies and processes for navigating and evaluating partnerships and other external relationships to enhance programs and services.
  • Supports the CAO and Tlaamin Nations Government Relations Team to maintain relationships with Federal, Provincial, and local governments, and other agencies and organizations in the best interest of Tlaamin Nation.
  • Represents Tlaamin at various meetings and other functions.

Other related duties as assigned.

Qualifications

Training, Education, Experience

  • Bachelors degree in business administration, Public Administration, Indigenous Studies or related field combined with 7-10 years of progressive management experience including experience working within an Indigenous government or Indigenous organization or an equivalent combination of education and experience.
  • Experience implementing and operationalizing strategic plans including developing key performance indicators to evaluate progress towards goals.
  • Satisfactory Criminal Records check.
  • Class 5 Drivers Licence and satisfactory Driving Record.

Knowledge, Skills, Abilities

  • Exceptional leadership skills - the ability to lead and manage a team of managers and staff providing a variety of programs and services.
  • Knowledge of Indigenous governance structures and institutions.
  • Knowledge of governance in a modern treaty nation context is considered an asset.
  • Well-developed understanding of business management as well as operational and financial functions.
  • Ability to oversee, manage and monitor the implementation of multiple and diverse initiatives, programs, services and projects.
  • Excellent business and finance acumen with the ability to analyze situations and make sound decisions and recommendations.
  • Ability to assess operational needs and effectively implement systems to optimize resources.
  • Strong skills in process mapping, documentation, and operational analysis.
  • Ability to build a strong team and work effectively within a team environment.
  • Ability to build and maintain strong relationships both internally and externally.
  • Excellent verbal and written communication skills as well as the ability to make effective presentations.
  • Strong technical and computer skills including Intermediate proficiency level in Microsoft Office.
  • High degree of cultural competence, integrity and discretion with the ability to work within Tlaamins governance, values and community priorities.

Working Conditions

Work is performed primarily in an office environment. Work is performed in a fast-paced and dynamic environment. Regular travel to attend meetings is required.
