Job description

Overview

Reporting directly to the Program Manager, Social Development, the Planner 2 (Accessibility) provides subject matter expertise in accessibility to City Council and City staff. The incumbent is responsible for leading the City’s approach to integrating accessibility into City planning and operations; developing and implementing new and existing accessibility-related policies and initiatives; establishing and maintaining collaborative working relationships with disability-serving non-profits in the community; monitoring provincial and federal policies and the development of the Accessible British Columbia Act to ensure alignment in approaches to advancing accessibility; analyzing qualitative and quantitative data to support the understanding of diverse accessibility barriers; and pursuing and managing senior government grants to advance accessibility. The incumbent is required to interact with City Council, various City departments, external agencies and staff from senior levels of government, and is responsible for preparing reports, memos and presentations. The incumbent provides oversight of ongoing and project-based work, including supporting the work of departmental support staff and consultants, and ensures that quality and service standards are met. The incumbent is expected to exercise initiative and is permitted considerable independence in developing, completing and administering work related to accessibility.

Examples of key responsibilities include, but are not limited to :

  • Provides subject matter expertise regarding accessibility issues to City Council and City departments.
  • Provides specialized advice related to accessibility to City Council, the City’s senior management team and various City departments; and in the development and implementation of city-wide strategies, policies, programs and the built environment.
  • Leads the implementation of the municipal requirements of the Accessible British Columbia Act, including the Council-adopted Richmond Accessibility Plan, which provides direction on advancing accessibility actions across the organization.
  • Develops and leads the implementation of City-wide policies, procedures and guidelines to advance accessibility practices throughout City planning and operations.
  • Prepares reports, memos and presentations as required to senior management and City Council.
  • Provides a first point of contact for tactical and strategic response to complex issues related to accessibility occurring within the department and / or community.
  • Acts as the staff liaison to the Richmond Accessibility Advisory Committee, Richmond Centre for Disability and Richmond Therapeutic Riding Association.
  • Represents the City’s position and interests in accessibility issues on various internal and external committees, joint planning tables and inter-governmental bodies; and serves as the City\'s representative on various external committees and planning tables, comprising of community organizations, other municipalities and senior levels of government.
  • Leads internal cross-departmental working groups related to advancing accessibility and participates in internal cross-departmental working groups to provide an accessibility lens in the development and implementation of city-wide strategies, policies and projects, including the Interdepartmental Accessibility Committee.
  • Liaises with multidisciplinary external stakeholders, including staff from senior levels of government, community agencies, community societies and associations, other municipalities, government organizations, businesses and the general public.
  • Functions as a key contact for individuals with disabilities and disability-serving groups and engages with the community on an ongoing basis.
  • Provides leadership and oversight of ongoing and project-based work, including the work of departmental support staff and consultants, and ensures that quality service standards are met.
  • Conducts research and analysis of a range of qualitative and quantitative data to inform short-term and long-range planning to meet the current and future accessibility needs of the Richmond community.
  • Researches, applies for and manages government grants related to accessibility.
  • Prepares, manages and forecasts revenues and expenses for budgets for programs and initiatives for accessibility, including consultant expenses.
  • Performs related work as required.

Knowledge, Skills & Abilities :

  • Thorough knowledge of the principles, practices, policies and philosophy of community development and social planning and how they can be applied to advance accessibility.
  • Comprehensive knowledge of accessibility issues and the different types of barriers facing persons with disabilities in an urban setting and the best practices for mitigating those issues in a municipal context.
  • Considerable knowledge of the rules, regulations, procedures and policies governing the work performed, including the Accessible British Columbia Act.
  • Ability to identify, analyze and prioritize accessibility barriers in the City and to develop and implement action plans to remove and prevent these barriers.
  • Ability to prepare reports and memos and make recommendations to government agencies and elected officials.
  • Ability to maintain effective working relationships with staff, elected officials, government agencies, not-for-profit organizations and members of the public.
  • Ability to communicate effectively, verbally and in writing with courtesy, tact and discretion.
  • Ability to coordinate and provide a wide range of accessibility-related policy research, analysis, options and recommendations, with minimal supervision, in a matrix management system.
  • Ability to use the City’s Records Management System.
  • Ability to successfully pass a Police Information Check.
  • Qualifications and Experience :

  • A minimum of five (5) years’ experience related to the advancement of accessibility, working with diverse groups, project management and strategic planning.
  • A Bachelor's Degree in Social Planning, Community Development, Sociology, Social Work or a related discipline.
  • A Master's Degree in a related discipline is preferred.
  • Accessibility specific certifications and training.
  • Proficiency in Microsoft Outlook, Word and Excel.
