Job description

The Edmonton Police Association (EPA) has a unique and exciting opportunity for the right candidate.  We are currently seeking an experienced Human Resource Generalist to join our team. Reporting to the Executive Director, the Human Resource Generalist will provide support and expertise to our Executive team. The HR Generalist will provide end-to-end support on the grievance process, including preparation, member support and arbitration proceedings. The HR Generalist will also provide guidance and advocacy related to LTD and WCB claims, including file reviews, decision review processes and appeal proceedings. The HR Generalist will also be a subject matter expert in the collective bargaining process and provide support to the Bargaining Committee team related to research, and preparation.

The ideal candidate will have a strong understanding and experience in labour and employee relations, employment law, human rights legislation and application, employment standards legislation, the labour relations code, Occupational Health & Safety legislation, Workers’ Compensation legislation and working within collective bargaining agreements. An individual with a background and working knowledge of the Police Act, Police Service Regulations, Police Officers Collective Bargaining Act or law enforcement is beneficial but not a requirement.

THE ORGANIZATION

The Edmonton Police Association (EPA) is a labour union that represents over 2000 members which are sworn officers of the Edmonton Police Service. The Association responsibilities have expanded but the core roots of the Association are the collective bargaining on behalf of its members, along with representation where required. The EPA has a storied history of over 100 years of member representation and ensures that giving back to our members is our primary focus.

THE ROLE

Labour Relations Strategy, Collective Bargaining and Labour Contract Administration :

  • Administer the organization's labour relations strategy in alignment with its overall goals and objectives.
  • Participate in the collective bargaining activities, including contract negotiations, interpretation, and administration.
  • Conduct research and analysis to prepare for negotiations, including reviewing collective agreements, labour laws, and industry benchmarks.
  • Ensure effective administration and compliance with negotiated labour contracts.
  • Interpret contract language, assist with disputes or grievances, and ensure fair and consistent application of labour agreements
  • Collaborate with internal stakeholders, such as HR and legal teams, to ensure compliance with labour laws and regulations.

Disability Management Support :

  • Support members by interpreting policy, procedure and case-management decisions including WCB and STD / LTD Insurers.
  • Participate in return-to-work planning; supporting the member and collaborating with care teams including the employer and treatment providers;
  • Demonstrate advocacy on behalf of the members, in a positive, equitable and respectful manner as required.
  • Generalist Support :

  • Foster a positive and collaborative work culture, encouraging professional growth and development.
  • Ensure effective communication, coordination, and resource allocation to meet organizational objectives, with staff and members alike
  • Assist members with benefits and pension issues
  • Coordinate with the Executive on social media and communications strategies
  • Assist the Administrative team in preparing for monthly Board meetings, AGM, and other events throughout the year.
  • Other ad-hoc duties and projects, as required.
  • QUALIFICATIONS AND EXPERIENCE

  • Bachelor's degree in a relevant field is required (or acceptable combination of post-secondary education and training);
  • Several years of relevant Human Resources experience as a Generalist, ideally in large, multifaceted organizations
  • Experience in managing complex WCB / STD / LTD files is required.
  • Experience in Alternative Dispute Resolution (ADR) models is an asset.
  • Excellent problem-solving skills.
  • Exceptional communication and interpersonal skills, including written and verbal.
  • Experience with social media, multimedia, graphic design, formal communications and marketing strategies.
  • Experience with Police Act, Police Service Regulations, Police Officers Collective Bargaining Act or law enforcement is a strong asset.
  • Demonstrated Ability to work effectively with a diverse group of stakeholders, including board members, volunteers, and staff.
  • Fully proficient in the use of Microsoft Office applications.
  • Commitment to professionalism, ethical practices, confidentiality and exceptional integrity is required.
  • Must be able to successfully undergo Enhanced Security Screening.

This includes seeking professional development opportunities and actively applying new knowledge and skills to improve change management practices within the organization.
  • COMPENSATION

  • 80,000-$110,000 per year
  • 4 weeks’ vacation
