Job Summary

We areseeking a Cost Engineer to join the Riyadh Refinery Department(RRD) within the project unit of our engineering division.

The RRDengineering project unit is responsible for the comprehensiveplanning and execution of all projects throughout our RiyadhRefinery facility.

This includes ensuring quality standards are metand enhancing capital project efficiency through effective planningand execution strategies.

Your primary role as aCost Engineer will involve providing technical support across allcostrelated matters within the refinerys projects.

You will serveas a subject matter expert coordinating cost engineering activitiesboth independently and as a leader or member of project managementteams when required.

Your responsibilities will include analyzingproject costs preparing estimates monitoring budgets andidentifying costsaving opportunities while maintaining projectquality and adherence to schedules.

Thisposition requires expertise in cost engineering principles stronganalytical skills and the ability to collaborate effectively withinmultidisciplinary project teams.

You will play a crucial role inoptimizing project performance and ensuring cost efficiency acrossvarious engineering projects at the Riyadh Refinery.

KeyResponsibilities :

• Provide all cost engineering expertise and coordinateactivities as group / unit leader as required.
• Responsible for the preparation review monitoringanalysis and reporting of all projectassociated capitalexpenditures and spending.
• Review and analyzeclaims and change orders and assist in the preparation of the costportion of engineering procurement and constructioncontracts.
• Assist with the preparation of thecost portion of engineering procurement and constructioncontracts.
• Review multidiscipline conceptualdetailed and definitive cost estimates for This Company capitalprojects to ensure accuracy completeness and compliance with thescope of work.
• Review and verify MaterialTakeoffs (MTOs) against engineering documents or packages forestimates prepared by engineering contractors.
• Assist project management team in negotiating projectcontracts as required.
• Initiate appropriateaction when total forecast indicates allocated funds will beexceeded.
• Interface with multiple operatingfacilities to review and discuss project scope and estimate basisincluding visits to construction areas.
• Demonstrate experience in using cost and estimating toolsand applying market conditions and risk management toestimates.
• Advise on company cost engineeringmethods and procedures and prepare developmental assignments forlowerlevel cost engineers.
• Stay updated onsignificant developments in cost engineering through review oftechnical literature publications magazines and attendance atprofessional and technical meetings.

Requirements :

• Willingness to relocate toDhahran Saudi Arabia.
• Bachelorsdegree in Engineering preferably in Mechanical / IndustrialEngineering Construction Management Economics BusinessAdministration or a closely related discipline.
• Minimum of 12 years of cost engineering experience inprojects including at least 10 years in the design construction oroperation of refining or petrochemical facilities.
• Overall knowledge of computerestimating programs such asAspentech CCE (Capital Cost Estimator) Timberline etc. andfamiliarity with estimate databases such as Means Richardson andSAP.
• Project Management Professional (PMP)AACECCP (American Association of Cost Engineers Certified CostProfessional) or AACECEP (American Association of Cost EngineersCertified Estimating Professional) certification ispreferred.
