Location : 10 Peel Centre Dr. Brampton ON

Hours of work : 35 hours per week

Reporting to the Director of Waste Management the Manager Program Development is responsible for developing implementing and evaluating waste policies programs and public education initiatives aligned with Regional and Provincial legislation and Council directives. This role oversees program development staff supervision budget management contract oversight and stakeholder engagement to ensure effective service delivery and community participation in waste initiatives. The Manager leads a specialized team and fosters collaboration across internal departments municipalities external partners and the public.

All of the above-noted responsibilities are all in relation to transfer haulage processing disposal or Community Recycling Centre operations. The role may include coordination with local municipalities in regards to waste collection services.

In this role you will Manage a team of : Specialists Advisors Program Managers and Coordinators.

What you will do in this role :

  • Hires and manages reporting staff within the section by interviewing selecting orienting coaching developing performance managing and if necessary terminating reporting staff.
  • Assigns and manages the performance objectives of direct reports.
  • Directs section staff to ensure work is performed in accordance with departmental and divisional quality and service standards and supports diversity and inclusion within the Waste Planning section. Identifies training and development needs and initiates appropriate staff development programs.
  • Provides functional direction strategic advice and guidance in developing the sectional organizational structure.
  • Organizes and delegates sectional programs and services according to planned targets policies and priorities and co-ordinates all workforce equipment and resources to meet targets and deliverables.
  • Provides expert recommendations and resolves escalated issues with waste policies and programs and participates in advocacy efforts to the provincial and federal governments.
  • Manages internal / external partnership and stakeholder relations to promote business excellence with respect to health and safety business intelligence strategic planning emergency and business continuity planning and staff development.
  • Directs and motivates staff managing research and analysis projects to enhance waste policies and programs.
  • Acts as a resource for Council management and staff on waste program issues.
  • Provides clear direction and a vision to the Waste Management Division with policy and program development and implementation including assessment of long-term divisional needs as part of review and updating of the Long-Term Waste Management Strategy.
  • Leads the development and implementation of the Waste Management Divisions strategic plans and leads staff through changes.
  • Oversees the procurement and performance management of contracted vendors. Negotiates complex special arrangements and agreements with service vendors.
  • Supports preparation and implementation of divisional departmental and corporate priorities including green fleet strategy business continuity plans emergency response plans and other priorities.
  • Directs develop and forecasts annual operating and capital budgets for Waste Planning.
  • Supports development divisional budgets.
  • Advocates for and represents the Region in building partnerships with community agencies and groups industry organizations and all levels of government.
  • Responds to and resolves issues and queries raised by Council and sensitive customer inquiries escalated from reporting staff.
  • Represents Waste Management on related internal community and government committees.
  • Analyzes community industry technical and demographic trends and recommends / develops / implements programs policies and tactics based on findings.
  • Ensures that processes systems and resources are optimized to continuously improve productivity cost effectiveness and service quality.
  • Ensures all work is performed in accordance with the Occupational Health and Safety Act and takes appropriate action as required when hazardous work practices are identified.
  • Guides research and analysis including reviews of operational performance and develops operational strategies in accordance with the findings .
  • Supports the Communications and Marketing team on divisional initiatives internally (at council) and externally (public and agencies) through written and verbal reports.
  • Purchasing and signing authority required to release / order products and authorize payments.

    What the role requires :

    Relevant university degree in environmental science / engineering or other relevant degree combined with a minimum 8 years of progressively responsible experience supporting the delivery of waste management or similar programs in a municipal setting with at least 5 years of leadership experience.

  • Experience building employee culture and engagement leading change and setting long-term vision for large and diverse teams in a senior leadership role
  • Experience managing and resolving complex issues including major program changes major service disruptions implementation of large-scale contingency plans and managing expectations of all stakeholders.
  • Thorough knowledge of waste management program development and applicable legislation regulations and standards is required.
  • Demonstrated experience managing complex multi-phase projects across a wide range of programs and services with a demonstrated ability to proactively identify problems determine and isolate causes and recommend / implement corrective action.
  • Computer skills to access and manipulate information on a computer network. Proficiency in MS Office applications including Word Excel PowerPoint Teams and Outlook.
  • Written and oral communication / interpersonal skills to present information in a logical / organized manner for written reports or meeting presentations liaise with vendors and internal / external stakeholders and staff.

  • Strong presentation and written communication skills including an ability to effectively convey complex issues and concepts at various levels within the organization by exercising tact diplomacy and business acumen to identify and respond appropriately to varying situations.
  • Demonstrated administrative and financial skills including previous experience with budget management.
  • Demonstrated aptitude applying information technology tools.
  • Demonstrated understanding of performance measurement and an ability to identify and evaluate trends in order to provide recommended process improvement changes to enhance operational efficiencies.

    In this role youll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection.
