WHAT YOU WILL BE DOING

Health Canada’s Public Service Occupational Health Program is the occupational health service provider responsible for the provision of services for federal government department employers : Occupational health evaluations services, communicable diseases services and occupational hygiene advice.

We are looking for Registered Nurses to join our team as Occupational Health Managers.

The Public Service Occupational Health Program offers Registered Nurses a unique opportunity to work alongside a multidisciplinary team of Occupational Health Nurses, Nurse Practitioners, Occupational Health Physicians, Administrative Officers, and Program Managers who, together, make a REAL difference in the occupational health of Canadian Federal Public Servants.

As such, a day in your work life at our clinics may include :

  • Managing the daily operation and delivery of occupational health clinical services in collaboration with a multi-disciplinary team;
  • Directly supervising Occupational Health Nurses who may be located across multiple locations;
  • Serving as the primary point of contact for client organizations for delivery of occupational health services;
  • Conducting occupational health nurse clinical duties on an if / as required basis.

Intent of the process

The process aims to create an inventory of interested and / or qualified candidates to fill positions within the Public Service Occupational Health Program (PSOHP).

As long as the job poster is active, applications will be accepted and will be evaluated as positions become available. Applicants who meet the qualifications may be contacted for further assessment.

The inventory may be used to staff positions in any of the identified locations on the job poster.

The immediate intent is to fill 3 full-time positions :

  • Atlantic (Moncton NB or Halifax NS or St. John’s TNL),
  • National Capital (Ottawa ON)
  • Prairies (Winnipeg MB or Edmonton AB or Calgary AB or Saskatoon SK or Regina SK).

Once immediate positions have been filled, a pool of interested and / or qualified candidates may be established to fill future positions within PSOHP with various tenures and language profiles.

EDUCATION

Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in Nursing, Nursing Administration, Nursing Education or other specialty relevant to the position.

A Certificate or Diploma in Occupational Health Nursing from a recognized post-secondary institution .

NOTE : The term "degree" refers to a baccalaureate as established by post-secondary educational authorities.

NOTE : Recognized post-secondary institution is a public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial / territorial legislature or through a government mandated quality assurance mechanism.

For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.

For positions in the Quebec Region, a recognized post-secondary institution WHICH EXCLUDES CEGEP.

OCCUPATIONAL CERTIFICATION*

Eligibility for registration as a Registered Nurse in a province or territory of Canada.

NOTE : Occupational certification : The possession of, or eligibility for, credentials such as a license, certificate, registration, letter, paper(s) or other documents that constitute acceptable evidence of occupational competence.

These credentials are granted by an organization legally established by federal, provincial or territorial law as a certifying or licensing body in Canada having the authority to regulate the practice of a profession, trade or act.

NOTE : Valid credentials as a Registered Nurse in the province or territory where the position is located will be required prior to being appointed.

EXPERIENCE

  • Three (3) years' experience in the direct provision of occupational health services
  • Experience in the direct provision of immunizations
  • Experience in coordinating the delivery of clinical services
  • Experience in the provision of advice and recommendations on health issues

EDUCATION / CERTIFICATION :

  • Master’s degree in nursing or discipline related to management, public or occupational health
  • Certification in Travel Health (CTH) from the International Society of Travel Medicine
  • Certification in Occupational Health Nursing from the Canadian Nurse’s Association
  • Certificate or Diploma in Occupational Health Nursing or Occupational Health, Safety or Hygiene

EXPERIENCE :

  • Experience in the direct provision of tuberculin skin tests, occupational audiometry, travel health services or occupational spirometry
  • Experience in investigating client queries / complaints and recommending solutions
  • Experience in the implementation of a quality assurance program according to established standards
  • Experience in the planning and delivery of training for clinicians.
  • Experience providing support for the development of clinical policies and procedures

OPERATIONAL REQUIREMENTS

  • Ability and willingness to work up to 5 days in the office.
  • Ability and willingness to work overtime on short notice.
  • Ability and willingness to travel with varied duration, sometimes under short notice, under varied weather conditions and using variety of transport mechanisms (small aircraft, car, bus, etc.).
  • Ability to work a set of pre-determined hours.
  • Ability to obtain and maintain certification in other certification programs as deemed necessary by employer.

STEP 2- SCREENING : Screening is the initial review of your application. During the screening step, we will review your responses for essential education and essential experience.

You must meet all essential qualifications to proceed further.

NOTE : Depending on the number of applicants, volume management strategies such as, but not limited to, top-down, cut-off, random selection and / or assessment may be used to manage applications and applicants.

If a volume management strategy is used, communication regarding the application of the strategy will be sent to applicants affected by the strategy.

NOTE : Some or all of the asset qualifications could be used at the screening phase.

NOTE : The application and screening questions WILL be used to assess written communication.

Candidates selected to advance will be asked to provide proof of their educational qualifications before proceeding to step 3.

STEP 3- WRITTEN ASSESSMENT : Should you successfully meet the criteria assessed at step 2; you will be invited via email to complete a written assessment that will be completed through an online platform or by email.

STEP 4 - VIRTUAL INTERVIEW : Should you successfully meet the criteria assessed at step 3, you will be invited to do a virtual interview.

STEP 5 - DOCUMENT GATHERING & VALIDATION : Should you successfully meet the criteria at step 4, you will be asked to submit the requirement documentation to support your application (Second Language Evaluation results, proof of occupational certification, etc.)

NOTE : During this step, you may also be asked to validate / elaborate on your asset experiences.

STEP 6 - PARTIALLY QUALIFIED POOL : Congratulations! As you have met the criteria at step 5, you have made it into the partially qualified pool.

Based on immediate needs, the following two steps will be completed.

STEP 7- REFERENCES : Reference checks will be sought.

STEP 8- CREATION OF A QUALIFIED POOL : Congratulations! You have made it to the fully qualified pool.

STEP 9 - APPOINTMENT DECISIONS : Appointment decisions may be based on one or more of the following criteria :

  • Matching of the individual's experience, education or qualifications / assets to the strengths and weaknesses of the work team.
  • Matching of the individual's experience, education, or qualifications / assets to the specific duties of the position being staffed.
  • Depth, breadth, type of work-specific experience.
  • Level / degree of one or more competencies / qualifications.

A best fit interview may be administered.

NOTE : Assignments, Secondments and Acting appointments require the approval of your current supervisor.
