Within the context of a patient, client and family centred model of care and, in accordance with the Mission, Vision and Values, and strategic directions of Providence Health Care, promotes a safe, respectful, and civil working environment for patients, residents, families, visitors and staff.

Reporting to the Executive Director, Professional Practice, Nursing and Clinical Informatics, the Director, Nursing and Interprofessional Practice provides strategic leadership and expert advice on Nursing professional practice matters and plays an integral role in supporting the delivery of quality practice environments.

The Director leads and supports the planning, development, implementation, evaluation, and ongoing monitoring of strategic resource planning in order to achieve clinical and professional growth while optimizing professional practice priorities, advanced practice, quality practice environments, and fostering sustainability in order to deliver on organizational initiatives.

The Director advances Nursing workforce and organizational initiatives such as the Model of care framework and person and family-centred care.

Provides leadership and expert advice on scope of practice, skill mix, and care delivery approaches through inter-professional collaborative practice.

The Director is also accountable for the leadership, implementation, and monitoring of quality improvement initiatives related to Nursing professional practice and inter-professional practice (regulated and unregulated).

Leads the development, implementation, evaluation, and ongoing monitoring and championing of operational and / or professional clinical standards, procedures, guidelines and policies for the Nursing workforce.

Develops and sustains discipline specific and inter-professional professional practice communities across the organization.

Promotes and builds linkages, alliances and collaborative relations with internal and external contacts and partners. Represents PHC on appropriate committees and advisory groups (e.

g. health authority, provincial, ministry meetings).

Qualifications / Skills and Education

Education, Training and Experience

A level of education, training and experience equivalent to a Master’s Degree in Nursing plus seven (7) to ten (10) year's recent, related experience in a senior management or leadership position within a large, academic, health care environment responsible for professional practice, education and research.

Current practicing registration in good standing as a Registered Nurse with the British Columbia College of Nurses and Midwives.

Duties and Responsibilities

1. Provides strategic leadership and expert advice on Nursing professional practice matters; plays an integral role in supporting the delivery of quality practice environments, as well as achieving successful and sustainable large scale organizational change.

2. Builds and maintains a professional practice culture that promotes excellence, advanced practice, safety, respect, collaboration, inter-professionalism, accountability, mastery, and discovery.

3. Provides strategic direction for optimized services that comply with current legislation, professional and accreditation standards (including provincial and federal), codes of ethics, and organizational policies;

ensures that effective governance structures, systems and processes are in place to assess practice, and safeguard credentials compliance for Nursing professionals.

4. Leads the development, implementation, and ongoing monitoring of the Portfolio strategic plan / strategic resources as well as informing Program / Department priorities, and strategic plans.

This includes strategies and initiatives that advance professional practice and professional growth, support person and family - centred care, and enhance patient experience and outcomes, through related evidence-based practice, and being a key champion organization wide.

Ensures patients and the Nursing workforce across the disciplines are engaged in the planning process.

5. Collaborates with leaders responsible for clinical and support programs, (e.g. Quality, People, Risk, Education, Change Management, Clinical Informatics, Organizational Development, Indigenous Wellness and Reconciliation, EDI) to achieve a coordinated and integrated approach to strategic planning and change management while fostering environments that reflects the organization's vision and values.

6. Provides leadership and expert advice on scope of practice, skill mix, and care delivery approaches through inter-professional collaborative practice which promotes patient safety, best practices, improved patient access, and efficient flow of patients across the care continuum.

Advances the Model of care framework, structures, and processes that are inclusive of all professions and aligns the scope of the profession / role (including advanced practice) to the identified needs in order to optimize scope of practice (including advanced practice) and inter-professional care.

7. Recommends to Operations model of care optimization based on parameters including the team mix of professions / roles (including advanced practice) with the right skills, education, and experience, along with the ability to sustain the model to best fit patient / client / resident care needed based on the service delivery plan.

8. Provides leadership and liaison function with academic partners on behalf of the organization. Develops appropriate networks that enhance knowledge sharing.

Topics include broad practice issues related to people planning, trends and curriculum needs to ensure graduating students are prepared to meet the challenges of the current and future work environment.

9. Leads the development, implementation, evaluation, and ongoing monitoring and championing of operational and / or professional clinical standards, procedures, guidelines and policies that promotes effective health care delivery and service quality through evidence-based practices that support safe, competent, and ethical care.

Ensures appropriate communication of changes and updates to documentation to keep staff across the organization up-to-date on changing practices.

10. Reviews and signs off on all Nursing and Nursing related job descriptions.

11. Engages portfolio, operational leadership, and provider leadership in advancing an inter-professional practice model.

Develops and sustains discipline specific and inter-professional professional practice communities across the organization that enhance professional governance, advancement of practice standards ensuring consistent delivery of quality professional practice care and service throughout the organization.

12. Assesses impact of changes in systems and technology on Nursing and prioritizes requests for changes and improvements in the organization’s clinical information systems and solutions.

13. Ensures review and final approval process of all new product requests related to Nursing professional practice to ensure appropriate supply chain processes have been followed and due diligence has been done in the research and assessment new products prior to acquisition.

14. Addresses Nursing professional practice issues. Fosters collaboration and problem solving between program and professional staff and negotiates for effective resolution of issues and ensures consistency with standards of professional practice and evidenced-based methodology.

15. Works collaboratively to establish and develop discipline specific and inter-professional quality assurance and quality improvement frameworks.

Assumes accountability for the leading, implementing, and monitoring of quality improvement initiatives related to Nursing Professional Practice and inter-professional practice (regulated and unregulated) within Providence Health Care.

Provides assessment and recommendations on the organization’s quality improvement plan based on clinical indicators.

16. Partners in organizational risk review processes with expert lens of best practices, standards, policies, and regulation that support safe, competent, ethical care.

17. Ongoing collaboration with Operations, the People portfolio, Education, Clinical Informatics, Organizational Development and Change Management in order to achieve recommendations including ensuring appropriate communication of changes and updates documentation to keep staff across the organization up-to-date on changing practices.

  • 18. Promotes development of research opportunities to ensure evidence-based practices within an inter-professional environment;
  • participation of internal and external partners (e.g. Research and Academic Partners) in research and knowledge translation activities;

and provides recommendations regarding quality improvement initiatives by translating information from quality related reports into knowledge translation.

19. Leads, supports, and promotes collaboration on organizational, regional, provincial, and federal initiatives that develop and optimize culturally safe care / service across the continuum.

Champions and facilitates culturally safe care in consultation and in collaboration with PHC’s Indigenous Reconciliation portfolio including supporting and facilitating Equity, Diversity and Inclusion (EDI) in hiring and all practice related activities.

20. Oversees resources (employee and financial) and ensures that operating needs are prioritized to meet the changing demands and support the activities of the Nursing professional practice portfolio.

Develops, manages and monitors budget for the portfolio within the context of operational demands and environmental and resource constraints and use of best utilization methods including operating budget, workload, staff resources, minor and capital equipment purchases and space re-allocations.

Liaises with representatives of Finance in addition to the Executive Director on budget matters.

21. Initiates and leads projects, secures funds, and develops business cases and funding proposals. Conducts impact analysis for portfolio, contributes to program planning, expansion and implementation as required for other areas on discipline specific and inter-professional projects.

Provides leadership in identifying risks and issues; mitigation plans related to achieving goals and objectives for professional practice led initiatives.

22. Leads, supports, and maintains a human resources plan that align Nursing / inter-professional practice goals and objectives in order to provide the highest level of service to the organization.

This includes recruitment strategies, development and retention initiatives, performance management, and an education / training plan for direct reports.

Assists own team to define shared and individual goals, meet target dates, and ensure alignment of team goals with organizational needs.

Coaches, mentors, and models key behaviours, encouraging dialogue, and providing guidance and advice to facilitate resolutions to work issues.

23. Maintains own professional growth and development through seminars, workshops, professional affiliations, literature reviews and industry benchmarks to keep abreast of latest developments in industry trends in health care, and legislated professional practice issues in order to identify and promote strategic improvement opportunities through partnership, innovation, best practices, and technology for the organization.

24. Performs other related duties as required.
