Position Summary

Reporting to the Chief Capital Officer, the Head of the Project Management Office (PMO) is responsible for planning, directing, and managing the delivery of project management oversight and project control services to the Engineering, Construction & Expansion (ECE) Group capital construction programs.

Supporting the 10-year capital works program estimated at $5.7 billion, the Head, PMO leads a sizable department through the efficient and effective delivery of services regarding Budgeting & Cost Control, Estimating, Information Management Control, Office Services, Quality Assurance, Risk Analysis, Schedule Controls, Workforce Planning, and Payroll.

The Head of the Project Management Office establishes and maintains strategic and effective policies, standards, procedures and controls that contribute to successful outcomes for the PMO department, ECE Group and the TTC.

In addition, the incumbent provides leadership to the department's management, professional and technical staff to ensure a high level of performance, quality, and service orientation in the support and oversight of project delivery.

Scope & Responsibilities

The duties of this role will include but are not limited to the below :

  • Manage overall project data and recommend courses of remedial action to the Chief Capital Officer, Chief Project Managers, and other Department Heads.
  • Work closely with the Corporate PfMO and other internal PMO's to ensure consistency across the TTC with respect to PMO functions.
  • Oversee the development of integrated scope, schedule, cost baselines, project forecasting, and variance analysis process.
  • Oversee expenditure, commitment, cost flows, foreign exchange, accruals, risk allocation, funding, period, budget and forecast management, and movement reporting.
  • Lead the provision of estimating services to the project management section for all phases of work including construction, engineer's estimates, project estimates, and budgets.
  • Lead the planning, preparation, coordination and reporting of the annual, five and ten-year capital budgets and annual operating budgets for the Group.
  • Ensure timely reporting of financial and performance results, including any significant cost, human resources, or engineering controls issues to the Chief Capital Officer.
  • Oversee the planning, preparation, monitoring and reconciliation of the monthly progress and cost control reports for the Group, including Group Progress Reports (Project Summary and Detailed formats) and Departmental Progress Reports.
  • Ensure the provision of cost and schedule analysis and forecasting services to project management.
  • Ensure specialized scheduling services are made available for the preparation of the Master Project Schedule and Document Preparation Schedules.
  • Lead the project controls teams to setup and implement the Integrated Project Control Systems which will provide accurate and timely information on decision-making.
  • Lead the review of systems administration, development of cash flow forecasts, and liaison with Project Management, Scheduling and Finance Department as required.

Scope & Responsibilities continued

  • Develop and maintain the estimating policies and procedures to be used by project management staff, consultants, and contract administrators.
  • Ensure all new and existing document management practices and technologies are reviewed, including imaging, work-flow processes, document preparation, vital records and disaster recovery implementation for the Group.
  • Lead the development, implementation, and maintenance of a comprehensive quality assurance program for all processes and procedures used in the Group.
  • Oversee risk identification, risk analysis, mitigation planning, tracking and reporting for cost, schedule, and performance-related risks.
  • Ensure standard operating procedures are developed and adhered to, including, but not limited to, Group standard work breakdown structures, forms, contract change estimates, document management and project costing.
  • Oversee the development and maintenance of the risk register to identify and quantify risk elements to the program / project and their potential impact.
  • Organize, control, and manage the internal labour costing system using appropriate project structure hierarchies.
  • Review approved, budgeted workforce changes and planning to meet Group requirements.
  • Prepare and / or present reports to executive leadership and / or the TTC Board as required.
  • Promote and maintain professional working relationships and communications among staff and management.
  • Ensure policies and standards of the TTC are adhered to by employees in the section.

Provide leadership in the development and implementation of inclusive and accessible policies, programs and / or services for employees and customers in accordance with TTC's commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC's policies.

Key Skills & Expertise

  • Significant experience in progressively senior roles with increased leadership; proven experience with the financial, schedule, and control systems management of large, complex projects and multifaceted capital works programs.
  • Excellent leadership skills including the ability to guide, delegate, empower, motivate, attract and develop diverse, multi-functional teams.
  • Comprehensive knowledge of current engineering principles, methods and practices as they relate to project lifecycle, design, estimating and budgeting, scheduling, costing, financial control and other cost engineering services.
  • Sound judgement; superior planning and organizational skills; highly developed analytical, problem solving, and decision-making skills;

excellent interpersonal, communication and presentation skills; Demonstrated ability to interface with multi-discipline project teams.

  • Demonstrated knowledge in the development of quality assurance and risk management practices and procedures to support project controls and support services.
  • Applied knowledge of construction industry practices and regulations, applicable by-laws, codes and legislation, and contract administration.
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.

Education & Professional Credentials

  • Bachelor's Degree in Engineering, Business Management or related discipline with extensive related experience in an engineering / construction project management and project controls environment
  • Project Management Professional (PMP) certification or equivalent would be an asset
  • Certified Cost Professional (CCP) or Certified Estimating Professional (CEP) certification would be an asset
  • Professional Engineer (PEng) or equivalent designation would be an asset
