BC Assessment is currently looking for a permanent Manager, Business Planning and Performance Reporting to join our Finance division in our Victoria or Vancouver, BC office.

Job Overview

The Manager, Business Planning and Performance Reporting manages all aspects of the end-to-end multi-year business planning cycle for BC Assessment (BCA).

This includes aligning the organization’s strategic priorities with operational work plans and innovative initiatives, facilitating prioritization of work to meet financial and operational targets, and preparing and providing timely corporate performance reports.

Reporting to the Director Planning, Performance and Risk, the Manager, Business Planning and Performance Reporting provides leadership, expertise, service excellence and innovation to advance the organization’s strategic priorities through the development, administration and control of the organization's business planning, analysis, and performance reporting frameworks.

The Manager provides leadership and hands-on support to multi-disciplinary teams, works closely with all levels of the organization, and maintains effective working relationships with the Ministry responsible for BC Assessment, Crown Agencies and Board Resourcing Office, and the Office of the Auditor General.

You need to be an exceptional communicator with strong organization, planning, facilitation, and presentation skills. You work easily with all levels within the organization and can make connections from strategy to detailed operational workplans.

You are a skilled facilitator that can take leaders through an engaging and inclusive process in order to achieve successful outcomes, make difficult trade-offs and decisions, and ultimately define, execute, measure, and be accountable for results of their business plans.

You can work collaboratively with all levels of staff when implementing, assessing, monitoring and reporting on issues related to the integrated planning and performance reporting processes.

You have experience working in the public sector. Your strong attention to detail is balanced by the ability to see the big picture.

You can articulate and inspire vision among others and help make a link between operating environment, business issues, performance results and strategy.

You are adept at listening and consulting to make plans tangible, measureable and aligned. You are grounded by the why’ and can help leaders realize the how’ as it pertains to business planning.

Key Accountabilities

Manages BCA’s multi-year end-to-end integrated business planning cycle, which translates and aligns the organization’s strategic priorities with core operational work and innovation initiatives, including business analysis, prioritization, resource allocation, monitoring outcomes, and measuring and reporting on corporate performance.

Manages and controls the design and evaluation of BCA’s integrated business planning and performance reporting frameworks, and related systems and polices, to support BCA's strategic direction and decision-making needs and ensure that resulting information is relevant, accurate, and timely.

Provides expertise to BCA’s Executive, senior leaders, and the Board of Directors in developing and executing its multi-year integrated business plan and monitoring ongoing sustainability of BCA’s initiatives within established financial and operational targets.

Works in collaboration with senior leaders to identify and implement corrective action to ensure BCA meets its operational and financial goals during the fiscal period.

Facilitates workshops and meetings with Executive, senior leaders and managers throughout the full development cycle of the strategic agenda, and drives progressive and continuous improvement of the planning, monitoring, performance measurement and reporting processes.

Works closely with the Enterprise Risk Management team to verify that work plans and initiatives are identified and prioritized in alignment with the corporate risk profile, and that performance metrics are appropriate and available to inform strategic risk evaluation.

Partners with the Corporate Portfolio management Office and IT teams to support governance and initiative intake review processes, and to ensure appropriate analysis and approvals are in place for the initiation, transition, and funding of an initiative / project at each phase before proceeding.

Collaborates with the Financial Planning and Business Support team to ensure that work plans and initiatives are resourced and reflected within corporate budgets and financial plans.

Partners with all BCA divisions to ensure integration and accountability for key components of the strategic plan and Mandate Letter within corporate and divisional programs, e.

g. workforce, technology, and facilities strategies.

Prepares and presents briefing notes for information, discussion or decision, including supporting materials.

Provides leadership and hands-on expertise for cost benefit analysis, business case development and benefits realization methodologies that allow for effective initiative planning, outcome management, decision-making, prioritization and evaluation.

Manages resource allocation analysis in partnership with senior leaders and managers to identify, prioritize, and resolve allocation requirements necessary to execute strategic and business plans.

Leads the development and monitoring of required public accountability documents, including the Government’s Mandate Letter, the Service Plan, Annual Service Plan Report, and performance metrics, ensuring alignment with the Government’s Mandate Letter and adherence to the statutory and audit requirements.

Leads and facilitates the development of quarterly and annual performance reports for the Executive and Board of Directors, showing progress against strategic and business plan priorities, together with relevant performance achievements, issues, changes, and reallocations.

Leads project teams or small scale program support teams, in addition to direct reports.

This position is excluded from the bargaining unit and requires modest travel of approximately 2 days per month in order to visit regional offices within BC.

Compensation : $119,295 to $132,493

Qualifications

Education

Post-secondary degree or higher in a related field (i.e. business administration, public administration or equivalent).

Master’s degree is an asset.

Experience

Five to seven years of experience including :

Demonstrated progressive levels of management and administrative responsibility.

Managing a professional team of employees in a client-focused environment, ideally a unionized environment.

Strategic and business planning, business analysis, performance measurement, and reporting.

Experience facilitating workshops and meetings with a various organizational functions, departments and groups to achieve business planning, analysis, and performance measurement outcomes.

Experience with business intelligence, modelling, and reporting systems used to collect, analyze and report the input / data from various sources.

Experience in project management methodology, tools and techniques.
