Net Zero Existing Buildings

Reporting to the Manager, Public Energy Initiatives, Existing Buildings, the four (4) P roject Leads , Environment will focus on advancing key actions identified in the Net Zero Existing Buildings Strategy ( ExB Strategy) in support of Toronto's net zero by 2040 goal. In this capacity , the Project Leads will be assigned to key initiatives with a focus on the decarboni z ation of existing buildings, ranging from low - rise residential to large commercial. Project Leads will support a number of activities , including, but not limited to , the development of Emission Performance Standards policy and by-law, program design, delivery and coordination, stakeholder engagement and more.

Three (3) positions will be directly supporting the development of Emission Performance Standards in the City of Toronto , with a focus in 3 key area s :

  • Stakeholder engagement and outreach
  • Policy development, research and report - writing
  • Technical aspects related to building retrofits and the development of compliance pathways

One (1) position will be supporting the design, delivery, and coordination of new and existing programs.

Major Responsibilities :

In addition, the Project Lead s will :

  • Conduct research on a range of new projects and initiatives, including climate action planning, climate resilience, adaptation, building decarboni z ation, low - carbon building technologies, climate finance and climate program delivery , with specific consideration of environmental / climate justice and equity.
  • Identif y developments within the field, including initiatives by other levels of government, other municipalities, and organizations, as well as emerging research and evidence-based advice from the academic community, along with corporate policies, practices, and legislation.
  • Participate in the E&C's program planning process, which includes developing long - range d ivisional objectives , and ensure effective relationships with internal and external partners.
  • Act as a resource person for communications, inquiries or technical questions related to d ivisional activities and programs, deliver presentations and facilitate requests originating from elected officials, other d ivisions, and the public.
  • Prepare reports and status updates for the senior management team, in addition to undertaking program evaluations , including tracking and quantifying program impacts, making recommendations for ongoing program enhancements, and writing reports to Council.
  • Coordinate divisional input and responses to various requests (e.g., requests for comment, stakeholder consultation) as well as the development of various materials (e.g., promotional, education, training) through various channels / processes which may include social media.
  • Oversee assigned projects, provid e contract management, while monitoring project timelines and expenditures to ensure completion within approved work plans and budget limitations.
  • Prepare project plans, reports and status updates for the senior management team, in addition to preparing, coordinating, and making recommendations on Requests for Proposals / Request s for Quotation s , and tender documents.
  • Collaborate with project team members, support staff and trainees, ensuring effective teamwork, communication and high standards of work quality to advance the Division ’ s initiatives in a complex workplace.
  • Key Qualification s :

  • Post-secondary education in Environmental Studies / Science / Environmental Science, Building Science, Engineering, Public / Policy Administration, Urban Planning or a relevant discipli ne , or equivalent combination of education and / or experience.
  • Considerable experience in planning, managing, and delivering multi-stakeholder environment, climate change, decarboni z ation and / or resilience - focused research, policy development and program design projects.
  • Experience in the design and delivery of public engagement and consultation programs.
  • Experience with environment and / or climate change, decarboni z ation and / or resilience policies and programs.
  • Knowledge of low - carbon building practices and building energy retrofits is considered an asset.
  • Exceptional communication skills (oral and written) that include excellent reportwriting , briefing material preparation and strong presentation skills, with the ability to deliver to various levels of staff and other groups.
