Starting April 1, 2023, all federal employees will be required to work from a Government of Canada workplace at least two to three times per week, or 40% to 60% of their regular schedule.

At Transport Canada (TC), this means we work at a worksite at least eight days during a four-week period. Worksites include, but are not limited to, spaces such as TC approved worksites and collaborative spaces;

Locations where TC inspectors conduct their work inspections or locations of stakeholder activities and meetings as well as Government of Canada touchdown and collaborative spaces.

Inspectors have an obligation to perform their duties in accordance with their departmental delegation. Inspectors work under pressure because of the impact that could create an actual or potential conflict and ensure that regulations are followed.

They are accountable for decisions that directly impact the safety of Canadians.

The intent of this selection process is to create a pool of qualified and / or partially qualified candidates that could be used to staff similar positions in Transport Canada where the tenure, language requirements and security requirements may vary.

EDUCATION

A secondary school diploma OR an acceptable combination of education, training and / or experience.

OCCUPATIONAL CERTIFICATION :

  • Possession of a valid Aviation Document Booklet.
  • Possession of an valid Category 1 Aviation Medical.
  • Possession of a Canadian Airline Transport Pilot Licence - Aeroplane Category with a Group 1 Instrument Rating that meets all applicable currency requirements to be able to exercise the privileges of the licence OR possession of a Canadian Commercial Pilot Licence - Helicopter Category with a Group IV Instrument Rating that meets all applicable currency requirements to be able to exercise the privileges of the licence.
  • Possession of a Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical).

EXPERIENCE :

Minimum of 3 years of experience acquired within the last 6 years, as a pilot with a Canadian Air Operator, Private Operator (CAR 604), Flight Training Unit or in the Canadian Military.

MINIMUM FLIGHT TIME

Total of 2,500 hours flight time, which includes 1,000 hours as pilot-in-command of which 500 hours is in multi-engine aeroplanes OR Total of 2,500 hours flight time, which includes 1,000 hours as pilot-in-command of which 500 hours is in medium or heavy category helicopters.

Bilingual - Imperative (BBB / BBB)

KNOWLEDGE :

Knowledge of Canadian Civil Aviation legislation such as the Aeronautics Act, Canadian Aviation Regulations, associated standards and guidance including knowledge of risk management techniques and Safety Management Systems (SMS).

ASSET QUALIFICATIONS

  • Degree from a recognized post-secondary institution.
  • Bachelor’s degree or higher from a recognized university with a specialization in aeronautical, mechanical or electrical engineering or computer sciences.
  • Post-secondary education in an aviation or related program to the position.
  • Total of 3,000 hours flight time, which includes 1,500 hours as pilot-in-command of which 500 hours is in multi-engine aeroplanes.
  • Total of 3,000 hours flight time, which includes 1,500 hours as pilot-in-command of which 500 hours is in multi-engine helicopters.
  • Total of 3,000 hours flight time, which includes 1,500 hours as pilot-in-command of which 500 hours is in single engine turbine powered aeroplane.
  • Total of 3,000 hours flight time, which includes 1,500 hours as pilot-in-command that includes multi-engine turbo-jet transport aeroplanes of a maximum certified take-off gross weight of a minimum of 50,000 pounds.
  • Holds a valid Canadian Class 1 Flight Instructor Rating Aeroplane OR a Canadian Forces Instructor Category - Aeroplane.
  • Holds a valid Canadian Class 1 Flight Instructor Rating- Helicopter OR a Canadian Forces Instructor Category - Helicopter.
  • Experience in conducting training lessons and information briefings.
  • Experience as a training pilot.
  • Experience working in a regulatory transportation environment.
  • Experience as a Civil Aviation Safety Inspector.
  • Experience as an Approved Check Pilot.
  • Experience as a Pilot Examiner.
  • Experience using Flight Management Systems.
  • Experience in working with Electronic Flight Instrument Systems.
  • Experience on advanced technology aircraft.
  • Experience on seaplanes.
  • Holds an ATPL-H.
  • Experience in the planning OR coordination OR management OR execution of the delivery of aviation Safety Management Systems (SMS, or equivalent programs).
  • Experience in managing or supervising a team.
  • Experience as Chief Flight Instructor.
  • Experience as Operations Manager in 406, 702, 703, 704, or 705 operations or Canadian Aviation Regulation (CAR)
  • Experience as Chief Pilot in 702, 703, 704, or 705 operations of Canadian Aviation Regulation (CAR)
  • Experience writing documents such as : company operations manuals, technical bulletins, operational procedures and guidance material, training materials, Power Point presentations and other written correspondence.
  • Experience at a Flight Training Unit.

ORGANIZATIONAL NEEDS

OPERATIONAL REQUIREMENTS

  • Willing and able to travel to local, national and international destinations.
  • Willing and able to travel via all modes of transportation to remote and / or isolated locations.
  • Willing and able to work in an aviation environment (i.e. noise, fumes, hazards).
  • Willing and able to work overtime, irregular hours and weekends.

Conditions of employment

  • Secret security clearance
  • Must hold a Canadian Airline Transport Pilot Licence that meets all applicable currency requirements to be able to exercise the privileges of the licence or a Canadian Commercial Pilot Licence - Helicopter Category with a Group IV Instrument Rating that meets all applicable currency requirements to be able to exercise the privileges of the licence, as applicable.
  • Must hold a valid Passport for international travel.
  • Must hold a valid Driver’s licence.
  • Willingness and ability to maintain professional aviation currency.
